Overview

The Finance Analyst is responsible for ensuring a high level of financial control by providing financial management support and advice to a minimum of four offices located in the Region.


Key Responsibilities
  • Screening monthly original supporting documents and field returns from country delegation.
  • Carrying out field missions to country delegation at least once or twice a year.
  • Reviewing internal controls through monthly financial documents.
  • Preparing the cash request analysis and reviewing project management status reports.
  • Performing control checks on monthly reports for cluster and country delegation.
  • Coordinating the annual budgeting process for cluster and country offices.
  • Validating operating budgets.
  • Reviewing administrative services invoices.
  • Ensuring opening and maintaining codes in D365/APPLE.
  • Being the contact person for all audits.
  • Conducting programme managers finance training.
  • Reviewing compliance to IFRC policies.
  • Ensuring funds are transferred to delegation on time.
  • Validating the accuracy of information on budget and PEAR ceiling.
  • Validating various agreements, contracts, MoU and staff request.
  • Supporting cluster and country finance teams.
  • Conducting financial analysis.
  • Providing advisory role to operations staff and programme managers.
  • Supporting National Society Development in capacity review and risk assessment.
  • Monitoring monthly closing of each country delegation.
  • Monitoring the KPIs reflected on monthly financial report.
  • Monitoring and follow up of audit recommendations.
  • Cleaning and closing dormancy balance sheet items.
  • Conducting monitoring visits to Cluster and Country delegation.
  • Highlighting procurement control gaps or anomalies.
  • Performing due diligence review on suppliers and financial service providers.
  • Monitoring finance staff in cluster and countries.
  • Providing technical advice in the recruitment and training of finance staff.
  • Providing technical appraisal on country finance staff performance.
  • Training new and old staff on financial & administrative procedures and policies.
  • Providing continuous guidance, advice, and support to finance and administration staff.
  • Briefing incoming country heads on financial matters.
  • Acting for the Regional Head of finance and administration in her/his absence.
Required Experience
  • 7 years’ experience in financial management, accounting and audit and risks management
  • Previous experience working for the Federation and/or National Society is an asset
Qualifications
  • Master’s degree in Business Administration, Commerce, or any other relevant fields
  • Full professional accountancy qualification (CPA (K), ACCA, ACA etc.)
