Overview

The PMER Officer will support the IFRC Delegation in Ukraine by assisting with needs assessments, proposal development, strategic planning, and the establishment of monitoring and evaluation frameworks. The role involves coordinating data collection, management, and analysis, and contributing to high-quality internal and external reports.


Key Responsibilities
  • Provide technical advice and support for high-quality planning, including logical frameworks and indicators.
  • Ensure monitoring and evaluation activities are incorporated into programme plans and budgets.
  • Contribute to the development of project proposals and programme concept notes.
  • Support the development and implementation of Monitoring and Evaluation plans.
  • Design and establish systems for reliable and timely monitoring data collection.
  • Support the development and application of monitoring tools and activities.
  • Analyse monitoring data and present findings.
  • Participate in the design and implementation of baseline, endline, and satisfaction surveys.
  • Contribute to lesson-learning exercises and evaluation processes.
  • Establish and manage external and donor reporting timelines.
  • Coordinate and contribute to the preparation of required reports.
  • Ensure quality control and delivery of operational reporting.
  • Collaborate with Finance and other units to ensure consistency between narrative and financial reporting.
  • Contribute to strengthening PMER capacity of National Society and IFRC staff.
  • Provide technical guidance to National Societies on PMER systems.
  • Promote a culture of learning, performance, and accountability.
  • Ensure accountability considerations are integrated across all PMER work.
  • Serve as a focal point for PMER-related matters within the Delegation.
Required Experience
  • 3 years of experience working in PMER, MEAL or a similar role.
  • Background in data collection, management, analysis and presentation methods and tools.
  • Preferred experience working in humanitarian sector and development projects.
Qualifications

Graduate degree in a relevant humanitarian or Social Sciences or studies related to data management, statistics etc.
