Overview
The Senior Budget and Treasury Assistant provides operational and technical support in budget execution, treasury operations, and financial administration, ensuring accuracy and compliance.
Key Responsibilities
- Prepare annual invoices and correspondence to Member States regarding assessed contributions and Working Capital Fund advances.
- Maintain accurate records of contributions, arrears, and payment status.
- Monitor bank accounts for incoming contributions and update records.
- Follow up on outstanding contributions.
- Maintain organized filing systems for Member State records.
- Assist in the preparation of budget inputs, supporting documentation, and background data.
- Compile and review cost estimates.
- Monitor expenditures against approved budget allocations and report variances.
- Assist in the preparation of budget performance reports and analysis.
- Provide administrative and technical support during budget discussions and meetings.
- Monitor bank accounts and cash balances.
- Process receipts, payments, and bank reconciliations.
- Assist in executing foreign exchange transactions.
- Maintain treasury records and supporting documentation.
- Administer receivables, including contributions from contractors and trust funds.
- Maintain accurate financial records and ensure proper documentation.
- Support coordination on financial transactions and receivables management.
- Input, validate, and maintain financial data in ERP systems.
- Generate standard financial and budget reports.
- Ensure data integrity, consistency, and proper record-keeping.
- Review financial transactions for compliance with rules and regulations.
- Support certifying and approving officers.
- Provide procedural guidance to staff on budget and financial processes.
- Ensure continuity of routine operations during the absence of the Budget Officer.
- Attend meetings to provide administrative and technical support.
- Provide guidance to junior staff on financial procedures.
- Perform other related duties as required.
Required Experience
- At least 10 years of progressively responsible experience in budget, finance, accounting, treasury operations or related area is required.
- The minimum years of relevant experience is reduced to eight (8) for candidates who possess a first-level university degree or higher.
- Experience in budget preparation, monitoring and financial reporting is required.
- Experience in treasury operations, including cash management, bank reconciliations and receivables management, is required.
- Experience in the use of ERP systems (e.g. SAP or similar) for financial and budget processes is required.
- Experience working in an international organization, public sector or intergovernmental environment is desirable.
- Experience handling assessed contributions, trust funds or donor-funded activities is desirable.
- Experience supporting audit processes and financial compliance reviews is desirable.
Qualifications
- At least a High School Diploma or equivalent is required.
- A first-level university degree in accounting, finance, business administration, economics or a related field is desirable.
- Professional certification or progress toward certification from a recognized accounting body (e.g. ACCA, CPA, CIMA or equivalent) is desirable.
