Overview
The consultant will ensure continuity and strengthened implementation of EmPower Phase II, support the development of EmPower Phase III, enhance resource mobilization, and improve regional coordination and partnerships.
Key Responsibilities
- Ensure uninterrupted execution of UNEP’s responsibilities and oversee/coordinate completion of ongoing activities under EmPower II.
- Provide technical inputs on gender-responsive energy and climate action and support final reporting, documentation, and project closing processes.
- Support the development of analytical inputs, concept notes, and early design elements for EmPower Phase III.
- Consolidate lessons learned from EmPower Phase II to shape strategic directions for Phase III.
- Support and coordinate consultations with partners for Phase III design.
- Prepare resource-mobilization materials including donor briefs, proposals, and technical notes.
- Coordinate with UNEP headquarters, regional offices, and UN Women to identify funding opportunities and support donor engagement.
- Strengthen UNEP’s visibility and positioning with development partners.
- Maintain effective communication between UNEP, UN Women, national focal points, civil society partners, and technical experts.
- Identify and nurture strategic partnerships for Phase III.
- Provide regular internal updates and briefings to implementing partners.
Required Experience
- Minimum of 10 years of relevant work experience in renewable energy, sustainable energy transitions, or climate change mitigation/adaptation, preferably with exposure to gender-responsive or human-rights-based approaches.
- Demonstrated experience in sustainable finance, climate finance, or resource mobilization, including preparation of donor proposals, concept notes, and analytical inputs for funding initiatives.
- Proven track record in project management, including project implementation, coordination of multi-stakeholder initiatives, and preferably project closing or completion of donor-funded projects.
- Experience working within or in collaboration with UN agencies, international organizations, government institutions, civil society, or development partners in Asia and the Pacific is highly desirable.
- Strong experience in coordinating regional or multi-country programmes, with ability to engage effectively with technical experts, government counterparts, and diverse stakeholder groups.
- Familiarity with gender equality frameworks, gender-responsive climate action, or social inclusion approaches is an asset.
- Experience in developing or contributing to knowledge products, technical reports, policy briefs, or analytical studies related to climate, energy, or finance.
Qualifications
- Advanced degree (Master’s or higher preferred) in management, finance, economics, sustainable finance or a closely related field.
- Additional academic background or coursework in renewable energy, climate-resilient technologies, or energy systems is strongly desired.
