Overview
The Civil Engineering Analyst will conduct technical assessments, formulate reconstruction plans, oversee engineering design and procurement, and ensure construction oversight and quality assurance for infrastructure facilities.
Key Responsibilities
- Undertake technical assessments of community infrastructure assets.
- Formulate and coordinate infrastructure reconstruction plans.
- Ensure preparation of engineering design, cost estimates, and drawings.
- Facilitate the procurement of goods and services for civil works.
- Provide support to construction/renovation of infrastructure facilities.
- Monitor field activities and construction works.
- Keep records of completed construction works and prepare data for reporting.
- Take measures to prevent and eliminate defects.
- Monitor contract schedules, volume, timing, and quality of works.
- Check and certify satisfactory completion of works for payment.
- Assure that due security measures are observed.
- Assist with handover of renovated/reconstructed infrastructures.
- Consult on preparation of implementation work plans.
- Ensure Programme activities are implemented timely and efficiently.
- Maintain coordination/partnership with relevant organizations.
- Monitor field activities and provide technical support.
- Maintain liaison with national partners.
- Participate in relevant working group meetings.
- Ensure compliance of programme activities with UNDP rules and procedures.
- Prepare relevant sections of programme reports.
- Assist with ensuring the project contributes to the promotion of gender equality.
Required Experience
- Minimum of two (2) years (with Master's Degree) or four (4) years (with Bachelor's Degree) of relevant experience in designing and managing of civil engineering projects and/or economic infrastructure and/or urban development/renewal programmes or other related field.
- Sound knowledge of civil engineering and modern construction technology.
- Knowledge of technical specifications and performance schedules of construction and installation works.
- Knowledge of procedures for quality control procedures.
- Familiarity with national legislation in construction, norms and standards of construction works, including critical infrastructures.
- Excellent usage of computers and office software packages, including engineering design software.
- Prior experience in the field of engineering supervision (desirable).
- Experience of working with municipalities and/or local and central authorities in recovery or energy efficiency rehabilitation projects/activities, as well as with economic development issues at the national and sub-national levels (desirable).
- Experience of working with UN and/or INGO or Public Sector or Private Sector in bidding procedures for procurement of civil works and services (desirable).
Qualifications
- Advanced university degree (Master's Degree or equivalent) in Civil or Industrial (Structural and Architectural) Engineering, or any other related field is required; or
- A first-level university degree (Bachelor's degree) in the areas mentioned above in combination with additional two (2) years of qualifying experience.
