Overview
The Procurement Officer will be responsible for the timely planning and management of procurement activities for assigned projects in accordance with UNDP Procurement Guidelines and national procurement context.
Key Responsibilities
- Ensure timely and effective conduct of procurement activities in full compliance with UNDP Programme and Operations Policies and Procedures (POPP).
- Ensure issuance of procurement contract modalities in line with UNDP rules & regulations.
- Ensure development/update of procurement plans by relevant project personnel, record and follow those plans in UNDP’s corporate online systems and identify relevant solicitation methods.
- Provide support to project team(s) in identification of needs, conduct of market research, development of the terms of references, technical specifications and/or scope of work.
- Prepare solicitation documents of any kind, including canvass, RFQ, ITB, RFP.
- Conduct procurement related tasks including pre-qualification and short-listing of bidders, issuance of bids, pre-bid conference, receipt and opening of bids, establishment of evaluation committees, bid evaluation, submissions to local, regional, HQ procurement review committees, contract negotiations, contract issuance.
- Document the procurement processes in a transparent manner.
- Issue procurement contract amendments with technical input from Projects’ personnel.
- Provide support to Projects’ personnel on contract management as needed.
Required Experience
- Minimum 2 years with a Master’s degree or 4 years with a Bachelor’s degree of experience in preparing to analyze, elaborate and present reports is required.
- At least 2 years of hands-on working experience in management and conduct of procurement processes as a Procurement Practitioner.
Qualifications
• Master’s degree in Business Administration, Economics, Engineering, Finance, Public Administration, or Bachelor’s Degree in the related fields with additional 2 years of experience will be given due consideration in lieu of the Master’s degree.
