Overview

The Head of Office leads a country team in developing and managing a country programme of cooperation to achieve UNFPA's strategic plan goals and contribute to Agenda 2030 and the SDGs. The role involves day-to-day management and coordination of UNFPA activities, supporting the UN Country Team, and fostering partnerships.


Key Responsibilities
  • Conduct policy dialogue with Government, UN System, and development partners.
  • Provide high-level technical advice and support capacity building.
  • Assess implications of new policy developments on programme execution.
  • Lead programme coordination for UNFPA’s program portfolio.
  • Promote a human rights, results-based approach and integration of innovative policies.
  • Translate global agreements into country-specific advocacy strategies.
  • Ensure application of Results Based Management principles.
  • Identify, provide, and coordinate inputs into programme development and implementation.
  • Promote knowledge sharing and continuous learning.
  • Coordinate the development and implementation of UNFPA's humanitarian and preparedness actions.
  • Represent UNFPA at technical and high-level meetings.
  • Manage strategic partnerships with key national and international stakeholders.
  • Lead resource mobilization efforts.
  • Support the Resident Coordinator within the UNSDCF results framework.
  • Ensure ICPD Agenda and UNFPA’s transformative results are integrated in UNSDCF planning.
  • Represent UNFPA at UNCT and Security Management Team meetings.
  • Participate in Common Country Analysis and UNSDCF planning, budgeting, implementation, monitoring, reporting and evaluation.
  • Support the RC in coordinated resource mobilization for joint UN efforts.
  • Participate in RC and UNCT members’ performance appraisal.
  • Manage country team staff, foster motivation, empowerment, learning and career management.
  • Attract and retain high-caliber staff.
  • Set standards of performance and assign responsibilities.
  • Manage resources to ensure effective achievement of results and value for money.
  • Ensure Country Office compliance with UNFPA policies and procedures.
  • Ensure security risk management is integrated into programme planning and operations.
  • Ensure a work environment free from harassment, sexual harassment and abuse of authority.
  • Ensure beneficiaries are protected against sexual abuse and exploitation.
Required Experience

Seven years of progressively responsible professional experience in the field of international development, preferably in the area of gender, population and/or Reproductive Health, including programme design, and management. Demonstrated ability to refine programme design to ensure alignment of organizational programme objectives to national priorities/capacities. Proven ability to lead and manage teams to achieve demonstrable results. Experience in high-level advocacy and policy dialogue, as well as Resource Mobilization and Partnership development.

Qualifications

Advanced degree in one or more of the following disciplines: Public Health, Medicine, Sociology, Demography, Gender Studies, International Relations, International Development, Economics, Public Administration, Management or other related field.
