Overview

Save the Children International in Cambodia is seeking an experienced Foundational Learning Lead to provide technical leadership for the ASEAN SAGE programme, focusing on designing and implementing evidence-informed foundational learning pilots.


Key Responsibilities
  • Lead the design of evidence-informed foundational learning pilots in priority countries and support their implementation.
  • Provide foundational learning expertise across the programme portfolio, ensuring coherence between pilot design, technical assistance, capacity building, evidence generation, partnerships, and regional engagement.
  • Ensure all programme outputs are aligned with country-specific priorities, mutually reinforcing, and anchored within the programme’s Theory of Change.
  • Oversee the pilot component to ensure it supports foundational learning objectives and pathways to scale.
  • Provide technical leadership and quality assurance across programme outputs including evidence-informed interventions, technical assistance, capacity building, translation of evidence into recommendations, brokering strategic partnerships, and regional engagement.
  • In the event of a major humanitarian emergency, be expected to work outside the normal role profile and vary working hours accordingly.
Required Experience
  • Deep technical expertise in foundational learning including programme design in literacy and numeracy.
  • Demonstrated experience translating research and evidence into practical, scalable education interventions.
  • Strong understanding of ASEAN education priorities and frameworks.
  • Experience working across multiple countries and education systems, ideally in Southeast Asia.
  • Proven ability to manage technical teams and coordinate specialist inputs.
  • Strong analytical, writing, and communication skills.
  • Ability to work effectively in complex, multi-stakeholder environments.
  • Prior experience designing or supporting education pilots or innovation funds (desirable).
  • Familiarity with adaptive programming and learning-focused pilot design (desirable).
  • Experience engaging ministries of education and regional education bodies (desirable).
  • Understanding of GEDSI considerations in foundational learning programmes (desirable).
Qualifications

• Advanced Degree in Education, international development, public policy, or a related field.
