Overview
The Programme Management Officer will support the implementation of projects, particularly the design and facilitation of project activities, including training workshops and capacity building activities related to international judicial cooperation. The role involves engaging with stakeholders and government representatives to support the development and implementation of prosecution, rehabilitation, and reintegration strategies.
Key Responsibilities
- Develops, implements and evaluates assigned programmes/projects in Iraq.
- Monitors and analyzes programme/project development and implementation.
- Reviews relevant documents and reports.
- Identifies problems and issues to be addressed and initiates corrective actions.
- Liaises with relevant parties and ensures follow-up actions.
- Coordinates UNOCT’s Security and Accountability support to the Government of Iraq.
- Performs consulting assignments by providing technical assistance, planning and facilitating workshops.
- Assists in developing action plans for clients to manage change.
- Researches, analyzes and presents information gathered from diverse sources.
- Coordinates policy development, including the review and analysis of issues and trends.
- Prepares evaluations or other research activities and studies.
- Generates survey initiatives and designs data collection tools.
- Reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
- Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications.
- Provides substantive backstopping to consultative and other meetings, conferences, etc.
- Initiates and coordinates outreach activities.
- Conducts training workshops, seminars, etc.
- Makes presentations on assigned topics/activities.
- Leads and/or participates in large, complex field missions.
- Provides guidance to external consultants, government officials and other parties.
- Drafts mission summaries, etc.
- Coordinates activities related to budget funding.
- Prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Performs other duties as required.
Required Experience
- A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required.
- Experience working on coordination and programme implementation in an international setting is required.
- Experience supporting Member States to strengthen rule of law, including on human rights safeguards in the criminal justice system, supporting terrorism investigations and prosecutions and/or in rehabilitation and reintegration in a counter-terrorism context is required.
- Experience working in Iraq is required.
- Experience working on Prosecution, Rehabilitation and Reintegration (PRR) is desirable.
Qualifications
- Advanced university degree (Master’s degree or equivalent) in political or social sciences, law, business administration, management, economics or a related field.
- A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
