Overview
The Humanitarian Affairs Officer/Civil-Military Coordination will act as an operational focal point for UN-Civil Military Coordination assessments, strategy development, and implementation. The role supports humanitarian coordination structures and advises on civil-military relations.
Key Responsibilities
- Conduct UN-Civil Military Coordination assessments, develop and implement strategies and action plans.
- Develop and disseminate country-specific guidance on civil-military relations and the use of Military and Civil Defense Assets (MCDA).
- Establish and maintain contact networks with humanitarian organizations and military/police forces.
- Support humanitarian coordination structures by advising on mechanisms to interface with military representatives.
- Facilitate communication with military forces and advise them on coordination with the humanitarian community.
- Monitor, analyze, and report on humanitarian civil-military coordination activities.
- Serve as an advisor on UN-Civil Military Coordination issues.
- Undertake monitoring of military support to humanitarian organizations and assessment missions.
- Participate in humanitarian contingency planning and support military simulation exercises.
- Identify training needs and arrange/conduct training events for humanitarian actors and military forces.
Required Experience
- A minimum of five (5) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related areas is required.
- At least three (3) years of humanitarian experience in the field in emergency situations (complex emergency or natural disaster) is required.
- Experience in civil military coordination dealing with major humanitarian operations is required.
- Experience in the Middle East region is desirable.
Qualifications
An advanced university degree (master's degree or equivalent) in political science, social science, international studies, public administration, economics, engineering, earth sciences, or other fields related to civil-military coordination is required. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
