Overview

Responsible for analyzing and evaluating human resources policies, practices, and procedures, and contributing to the formulation and implementation of new HR policies to meet organizational needs.


Key Responsibilities
  • Analyzes and evaluates existing human resources policies, practices and procedures.
  • Contributes to review, design, formulation, implementation and dissemination of new human resources policies, or new application of policy instruments and guidelines.
  • Prepares draft reports, policy papers, position papers, briefing notes and talking points on issues related to HR policy and conditions of service.
  • Provides advice and support to managers and staff on human resources related matters.
  • Prepares special reports and participates and/or leads special human resources project.
  • Keeps abreast of developments in various areas of human resources.
  • Supervises and monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions.
  • Provides advice on interpretation and application of policies, regulations and rules.
  • Reviews and provides advice on exceptions to policies, regulation and rules.
  • Reviews policies and procedures and recommends changes as required.
  • Designs, plans, monitors and provides induction orientation programme and briefing to new staff members.
  • Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements.
  • Coordinates HR operational and administrative activities related to staff services, including procurement coordination, billing and income management, operational travel arrangements, and monitoring of vendor contracts and payments.
  • Provides project support on cross-cutting issues as required.
  • Reviews adequacy of departmental space requirements.
  • Oversees the identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary.
  • Performs other functions as required.
Required Experience

Minimum of five years of progressively responsible experience in human resources management, administration or related area is required. Experience in administrative procedures requirements, and operational practices specific to the duty station is desirable.

Qualifications

An advanced university degree (Master’s or Doctorate degree, or equivalent) in human resources management, business or public administration, social sciences, education or related area. A first-level or advanced degree (Bachelor’s, Master’s or Doctorate degree, or equivalent) in any fields of studies with two additional years of relevant work experience may be accepted in lieu of an advanced university degree.
