Overview

The Senior Officer, Information Management and Systems Analysis provides specialized technical coordination to ensure DREF-related workflows, data structures, and user processes are accurately reflected and efficiently implemented on the IFRC GO platform. The role bridges business needs and technical development, ensuring requirements are translated into functional system features.


Key Responsibilities
  • Co-lead the end-to-end digitalisation of DREF processes within GO.
  • Translate complex DREF business rules into clear technical requirements for GO development teams.
  • Determine system optimization needs.
  • Review new DREF processes and ensure they translate into intuitive digital workflows.
  • Collaborate with UI/UX teams to validate functionality.
  • Manage implementation activities within set budgets and timelines.
  • Lead activities to improve the DREF data structure and integration of historical DREF data.
  • Ensure GO production releases function across all DREF types and languages through structured testing.
  • Conduct data validation to identify structural issues or API mismatches.
  • Lead the preparation and structuring of datasets for dashboards, analytics, and reporting within GO.
  • Transform DREF data into actionable analysis.
  • Support evidence-based management of the DREF mechanism.
  • Coordinate and lead quarterly DREF-GO performance reviews.
  • Act as focal point for identifying, analysing, and resolving systemic issues, bugs, and inefficiencies.
  • Analyse, document, and report GO platform bugs, system anomalies and potential process improvements.
  • Oversee user access, permissions, and workflow visibility.
  • Provide expert-level support to regional and country users.
  • Lead the documentation of DREF digital workflows, system logic, and data structures.
  • Develop and deliver capacity-building initiatives for National Societies and IFRC colleagues.
  • Maintain and continuously improve technical guidance for system users and administrators.
  • Act as a key enabler of knowledge transfer between business, technical, and operational stakeholders.
Required Experience
  • Minimum of 5 years’ experience in information and data management
  • Experience in project cycle management including proposal development, budgeting and reporting, monitoring and evaluation
  • Field experience in working with a humanitarian organisation in an information management, information systems capacity, reporting or communications function
  • Experience in working within the RC/RC Movement
  • Experience in strategy development, developing tools and guidance, providing technical assistance and in establishing and maintaining networks
Qualifications
  • University degree in relevant area or equivalent experience required
  • Technical training in information and data management
  • Training in the RC/RC global disaster response tools (FACT, RDRT, ERU, SIMS, etc.)
