Overview
Lead IFRC Secretariat efforts to strengthen disaster response operations through developing and maintaining global surge capacity systems and coordinating the mobilization and deployment of skilled personnel and equipment.
Key Responsibilities
- Support the development and implementation of Global Surge instruments.
- Maintain centralized coordination services for Global response tools.
- Coordinate Surge Capacity Working Groups.
- Contribute to raising awareness of global surge capacity and disaster response tools.
- Support National Societies and IFRC Secretariat colleagues requesting surge personnel and equipment.
- Manage the modernization of surge capacity databases into an online platform.
- Support the development, update, and dissemination of disaster management training curricula.
- Manage the development and facilitation of IFRC Surge trainings.
- Facilitate operational reviews and evaluations of global surge deployments.
- Ensure lessons learned inform continuous improvement of global surge capacity systems and tools.
- Support the IFRC Region on their Surge Roadmaps.
- Ensure proper implementation of the Global Surge Strategic plan.
- Develop global programme project proposals.
- Provide financial management, monitoring, and coordination of project activities.
- Ensure the integrity of financial and administrative procedures.
- Support register management to ensure the surge mechanism is aligned and the workforce is fit for purpose.
- Support the management of the Rapid Response register.
- Support on HR matters affecting surge personnel recruitment, deployment, or performance management.
- Represent IFRC on disaster surge capacity issues in Movement and external fora.
- Work with the Surge learning unit to create and promote best practices for competency assessment.
- Support the implementation of new features and improvement of the global RRMS.
- Represent and sustain a Global Network on Preparedness, Relief, and Recovery.
- Coordinate with RC/RC movement partners, NGOs, UN, and other international organizations.
Required Experience
- Minimum of 7-8 years of relevant experience in disaster management.
- Experience in working within the RC/RC Movement.
- Proven experience in strategy development, developing tools and guidance, providing technical assistance, and in establishing and maintaining networks.
- Field experience in coordinating and managing major disaster response operations.
Qualifications
- University degree in a relevant area.
- Technical training in disaster preparedness, response, and recovery.
- Training in the RC/RC global disaster response tools (Rapid Response (old FACT and/or RDRT-RIT, ERU, Ops management, Emergency Team Leader or others).
