Overview

The Senior Officer, Data Analyst and Impact Measurement will be responsible for strengthening impact measurement and developing products to showcase achievements in the Africa Region. The role involves setting up and managing a database of key data on indicators showcasing impact, contributing to data collection, validation, analysis, and visualization processes.


Key Responsibilities
  • Develop and execute databases, digital data collection systems, and data analytics strategies.
  • Collect, analyze and interpret qualitative and quantitative data.
  • Work with management to prioritize business and information needs.
  • Identify, analyze, and interpret trends or patterns in complex data sets.
  • Create data-driven reports that help in decision-making during humanitarian crises.
  • Design and oversee data collection tools and methodologies.
  • Generate dashboards, visualizations, and analytical reports.
  • Develop and maintain a regional data governance framework.
  • Lead integration of multiple data sources.
  • Strengthen the quality of data.
  • Develop/refine, and implement impact measurement frameworks, theories of change, and results chains.
  • Employ methodologies to measure impact of humanitarian and development work.
  • Establish clear indicators, baselines, and targets.
  • Lead the development of terms of reference and inception report for impact evaluations.
  • Facilitate stakeholder consultations and validation exercises.
  • Assess attribution/contribution of RCRC work to impact outcomes.
  • Support the development and adoption of digital data collection platforms.
  • Provide technical guidance and capacity building to enumerators and key partners.
  • Develop regional impact scorecards.
  • Establish a regional impact evidence repository.
  • Lead regional impact attribution and contribution analysis.
  • Lead in procurement of consultants for evaluations and impact measurement.
  • Coordinate and support internal and external evaluations.
  • Facilitate after-action reviews, learning workshops, and reflection sessions.
  • Extract lessons learned and best practices.
  • Promote the integration of evaluation findings.
  • Conduct meta-analysis of evaluations.
  • Provide quality assurance oversight for decentralized evaluations.
  • Establish an evaluation tracking system.
  • Facilitate cross-regional learning exchanges.
  • Prepare high-quality impact reports, case studies, success stories, and learning briefs.
  • Collaborate with the Communications Team for dissemination of findings.
  • Support in timely reporting on KPIs, progress against results frameworks, and performance dashboards.
  • Contribute evidence and analytics to Federation-wide reporting.
  • Develop interactive data storytelling products.
  • Analyse operational performance bottlenecks and recommend corrective measures.
  • Train and mentor IFRC and NS staff and partners on monitoring, evaluation, data quality, data analytics and visualization and impact measurement tools and processes.
  • Support national societies/field teams in strengthening their M&E systems and processes.
  • Coordinate with programme managers, partners, and donors on measurement requirements.
  • Ensure accountability to communities by integrating feedback mechanisms.
  • Identify opportunities to improve measurement approaches and build capacity.
  • Mentor PMER staff in data analytics applications.
  • Support peer-to-peer exchange on digital monitoring systems.
  • Provide advisory support to leadership teams on evidence-informed strategic planning.
  • Ensure a responsible processing of data using ethical standards and data protection principles.
  • Actively work towards increasing usability of data for evidence-based decision making.
Required Experience
  • At least 3-5 years of relevant work experience in the humanitarian sector.
  • Work experience with the RC/RC Movement.
  • At least 3 years of experience working in PMER.
  • Experience in capacity strengthening.
  • Experience working in an emergency response context.
  • Background in data collection, management, analysis and presentation methods and tools, and ability to set up systems and procedures for reliable data collection and management.
Qualifications
  • University degree in a relevant humanitarian or Social Sciences, ideally studies relating to data management, statistics etc.
  • Post-graduate qualification in a PMER or related field.

• Fluent spoken and written English.
Languages Preferred
• Good command of another IFRC official language (French, Spanish or Arabic).
