Overview
The Finance and Budget Officer is responsible for leading the coordination and formulation of programme budgets, administering financial resources, and providing support to management on budgetary processes.
Key Responsibilities
- Leads the coordination and formulation of programme budgets.
- Reviews and analyses data for cost estimates and budget proposals.
- Provides support to managers for resource requirements.
- Reviews, analyses and provides input into programme budget/financial implications.
- Provides substantive support for hearing sessions.
- Advises leadership on financial resource stewardship.
- Issues allotments and monitors budget implementation.
- Monitors expenditures and identifies efficiency gains.
- Prepares monthly projections and cash-flows.
- Reviews shopping carts and funds commitments.
- Reviews and certifies travel requests and expense reports.
- Administers and monitors extra-budgetary resources.
- Prepares cost plans and monitors implementation.
- Prepares documentation for budget performance submissions.
- Reviews and makes recommendations for budget performance reports.
- Ensures efficient and effective use of budgetary resources.
- Provides support and guidance to fund center/programme managers.
- Advises on valid year-end commitments.
- Acts as technical focal point for budgetary processes in Umoja extension 2.
- Keeps up-to-date with relevant documents, reports, and guidelines.
- Monitors and supervises subordinate staff as required.
- Performs other related duties as assigned.
Required Experience
- A minimum of five (5) years of progressively responsible experience in finance, administration, budget, business administration or related area is required.
- Experience in drafting entity programme budget documents is required.
- Experience in drafting responses to questions raised by the legislative bodies is required.
- Experience in using, analyzing data and preparing reports or queries from an ERP system is required.
- Experience in drafting official documentation for senior management is desirable.
- Relevant UN working experience is desirable.
Qualifications
- Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Proficiency in various MS Office applications (Outlook, and formatting functions of Excel and Word) and other IT applications is required.
