Overview

The Human Rights Officer/Legal Adviser will advise on applicable legal frameworks and standards for human rights investigations, conduct legal research, and ensure the legal accuracy of mission documents.


Key Responsibilities
  • - Advises on applicable legal framework and legal standards for human rights investigations.
  • - Conducts analysis and research on legal matters pertaining to investigations.
  • - Contributes to drafting the investigation plan.
  • - Suggests legal qualifications of gathered information and advises on the standard of proof.
  • - Determines responsibilities and identifies those responsible.
  • - Provides advice on legal issues and assists in drafting legal opinions, memoranda, and briefing documents.
  • - Ensures legal accuracy of all documents, including reports, submissions, and press releases.
  • - Identifies trends and patterns of human rights violations and abuses, and violations of international criminal law and international humanitarian law.
  • - Drafts the legal framework and analysis for mission reports.
  • - Ensures consistency of findings, conclusions, and recommendations with the mandate, applicable law, and gathered information.
  • - Conducts information gathering activities, including interviews and analysis of open sources material and satellite imagery.
  • - Ensures legal analysis and qualification of findings integrate a gender perspective.
  • - Advises on legal findings and discusses possible recommendations, particularly on accountability measures.
  • - Performs other duties as required.
Required Experience

A minimum of seven years of progressively responsible work experience in human rights, international humanitarian law, international criminal law is required. At least two years of experience in providing legal analysis to human rights investigative bodies or tribunals is required. Working experience in/on the region is desirable.

Qualifications

Advanced university degree (Master's degree or equivalent) in international law, or another discipline related to human rights is required. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Fluency in Arabic is desirable.
Contract Duration
Until 30 September 2026, subject to availability of funding and/or extension of the mandate.
