Overview

Provide technical support and coordination for the implementation of teacher education and professional development components of the STEPCam Phase II programme. Contribute to the strengthening of institutional capacity and the advancement of teacher education reform in Cambodia.


Key Responsibilities
  • Provide technical support and coordination for the planning, implementation, and monitoring of STEPCam Components 1 and 2.
  • Support oversight and monitoring of activities by counterparts, consultants, and experts.
  • Assist with monitoring and evaluation activities for Components 1 and 2.
  • Contribute to the preparation of progress reports, presentations, and communication materials.
  • Provide technical coordination, quality assurance, and review of deliverables.
  • Support MoEYS departments in advancing teacher education reform planning and implementation.
  • Provide technical support for strengthening institutional capacity of teacher education institutions.
  • Work with institutional partners to support capacity building of TEIs as CPD service providers.
  • Provide technical advice for the organisation and implementation of the 2026 Annual Teacher Development Conference.
  • Coordinate with the STEPCam programme team for key intervention implementation.
  • Provide technical support for the institutionalization and expansion of the CPD system and CPDMIS nationwide.
  • Provide technical advice for the expansion of CPD supply and accreditation of CPD providers.
  • Support advocacy for high-level buy-in and support for CPD system development.
  • Provide technical advice to MoEYS TDs in CPD system management and implementation.
  • Support the development of mechanisms for Recognition of Prior Learning and self-directed CPD.
  • Support the development and pilot of CPD voucher mechanisms.
  • Support the development of the national Teacher Qualification Upgrading Framework and Implementation Plan.
  • Support the planning and pilot of the TCP system.
  • Provide technical assistance for UNESCO’s role as a strategic partner in Cambodia’s education sector.
  • Coordinate and work with the Programme Manager to support MoEYS in integrating Management Information Systems.
  • Contribute to the implementation and/or Mid-Term Reviews of key education sector plans.
  • Support strategic engagement with GPE-related work and processes.
  • Contribute to the GPE 2030 country process in Cambodia.
  • Liaise between departments and facilitate communication between international experts and national counterparts.
  • Support the timely coordination and release of all reports.
  • Advise the Programme Manager of potential challenges and work with the team to address them.
  • Ensure implementation tasks are carried out on time, within budget, and in accordance with good governance principles.
  • Participate and support preparation for programme-related meetings and activities.
  • Carry out other work and responsibilities as assigned.
Required Experience
  • At least 10 years of professional experience in the field of education, teacher education, ICT in education or other relevant fields
  • Demonstrated experience in providing technical assistance and project management, programme design, monitoring and implementation in the education sector in Cambodia
  • Strong capacity to build and maintain effective partnerships inside and outside the organization
  • Strong capacity to provide advice and technical support on education, teacher education and professional development, ICT in education, SDG4-Education 2030
Qualifications

• Advanced University Degree (Master’s or PhD) in the field of education, social science or fields related to teaching and learning
