Overview
Provide technical and operational support in project and technical assistance administration, processing, and implementation in the education sector. Conduct sector analyses and policy dialogues.
Key Responsibilities
- Contribute to sector work by conducting research, updating sector information, analyzing issues, and preparing analytical reports.
- Conduct or contribute to operational research and knowledge work.
- Act as a sector focal point for education and skills development, maintaining relationships with government agencies and ADB HQ staff.
- Represent ADB's education sector operations in external events.
- Participate in fact-finding and appraisal missions, providing written inputs and following up on issues.
- Support policy dialogue with the government on policy and institutional matters.
- Lead the processing and administration of specific loans and TAs, engaging with stakeholders.
- Provide comments on draft bidding documents, Bid Evaluation Reports, and social safeguard documents.
- Explain ADB's Anti-Corruption Policy and assist in ensuring project oversight and transparency.
- Undertake project review missions, prepare aide memoires and back to office reports, and take follow-up action.
- Prepare and update forecasts of contract awards and disbursements.
- Monitor overall portfolio performance of ADB projects in the specific sector.
- Undertake assigned special portfolio management activities.
- Prepare Project Completion Reports and TA Completion Reports.
- Provide support for INRM portfolio management.
- Brief INRM Country Director and Country Operations Head on sector legal and policy changes, project processing, readiness, and portfolio progress.
- Disseminate information on ADB activities and talk with local media.
- Provide guidance to junior officers.
- Contribute to a conducive, respectful workplace and teambuilding.
- Perform other assigned duties.
Required Experience
- At least 8 years of relevant professional experience in project management and implementation.
- At least 4 years of supervisory experience.
- Two years of relevant experience outside ADB within the past 5 years is required.
- Years as an ADB-engaged consultant or contractor are considered experience outside of ADB.
- Proven application of expertise, and experience within education, or breadth across multiple areas with in-depth knowledge within one area.
- Experience in various stages of the project cycle (project planning / feasibility analysis / detailed design / project implementation / construction supervision / contract management) is desirable.
- Knowledge of government administrative systems and procedures.
- Familiarity with accepted best practices of procurement and disbursement processes.
- Clear understanding of the economic, political, social and developmental issues specific to the country.
Qualifications
Bachelor's degree in education, social, or economic development, preferably with Master's degree or equivalent.
