Overview
The role is responsible for verifying and reporting on the socio-environmental compliance of projects, ensuring conformity with Costa Rican legislation and SETENA resolutions. The analyst will ensure the traceability, verifiability, and technical consistency of reported information, as well as the adequate implementation and registration of environmental measures.
Key Responsibilities
- Verify and report on the degree of compliance with environmental obligations established in the Environmental Viability Resolution, including measures from the approved environmental assessment instrument and the Environmental Management Plan (PGA).
- Conduct environmental follow-up visits in the field to verify compliance with PGA measures, approved environmental instruments, and current regulations in Costa Rica.
- Issue clear and timely technical instructions for the correction of environmental and social findings or deviations.
- Immediately inform SETENA and the UNOPS Project Manager of any unjustified non-compliance, deviation, or irregularity.
- Issue necessary environmental recommendations based on diverse situations arising during project execution.
- Inform and recommend technical and documented adjustments to the PGA, approved environmental assessment instruments, or SETENA-established mechanisms.
- Submit Environmental Responsibility Reports (IRA) to SETENA in compliance with deadlines and requirements.
- Prepare a report for each field environmental follow-up visit.
- Maintain close communication with the UNOPS Project Manager and SETENA.
- Accompany officials during control, inspection, and supervision inspections when required.
- Participate in technical meetings, field visits, and environmental audit processes.
- Request and review technical and environmental documentation from the Contractor.
- Prepare necessary reports for the follow-up and technical closure of dumpsites or debris sites related to the project.
- Prepare the final project closure report.
- Timely, completely, and traceably register information in the Digital Environmental Logbook (BAD).
- Register necessary documentation for project adjustments with SETENA or other environmental institutions.
- Register contingency recommendations to prevent, mitigate, and compensate for potential impacts of construction activities.
Required Experience
- At least 2 years of professional experience in:
- Environmental stewardship in infrastructure projects.
- Environmental Impact Assessment (EIA) processes.
- Field environmental monitoring and control.
- Being registered and up-to-date (throughout the project execution period) with SETENA.
- Experience in managing:
- Digital Environmental Logbook (BAD).
- SETENA digital platform.
- Environmental management systems.
- Up-to-date technical knowledge of national regulations regarding socio-environmental measures for impact mitigation, "Executive Decree No. 43898-MINAE-S-MOPT-MAG-MEIC Regulation for environmental evaluation, control and monitoring", issued on December 21, 2022.
- Desirable experience in projects financed by international organizations (BCIE, BID).
- Desirable experience in environmental supervision or coordination of construction projects.
Qualifications
- Required:
- Bachelor's degree, preferably in one of the following disciplines: environmental engineering, civil engineering, biology, geology, forestry engineering, sociology, anthropology, archaeology, or a related field.
Desirable:
- Master's degree, preferably in one of the following disciplines: environmental engineering, environmental impact assessment, civil engineering, biology, geology, forestry engineering, sociology, anthropology, archaeology, or a related field.
