Overview
The Programme Coordinator, USRAP Finance and Budget will support the development and monitoring of global USRAP budgets and financial performance, ensuring compliance with regulations and providing guidance to staff.
Key Responsibilities
- Support the development of annual USRAP global budgets, mid-year reviews, supplemental requests, and budget realignments.
- Monitor and oversee global USRAP budget execution, financial performance, and expenditure trends.
- Support the preparation, consolidation, quality assurance, and timely submission of financial and narrative reports.
- Provide guidance and technical assistance to IOM offices, Project Managers, RMOs, and administrative staff on budget use and reporting.
- Document, consolidate, and regularly update USRAP-specific budget policies, procedures, workflows, and work instructions.
- Establish and maintain effective record-retention and back-up systems for USRAP budget and financial files.
- Identify, recommend, and support the implementation of process improvements and internal control enhancements.
- Serve as a focal point for financial coordination with the U.S. Department of State, Bureau of Population, Refugees, and Migration (PRM).
- Provide substantive support to internal and external auditors on USRAP-related matters.
- Maintain close coordination with relevant HQ units and promote the systematic exchange of financial information and best practices.
Required Experience
- Management experience at the international level in financial management, budgeting, monitoring and in providing project management support.
- Familiarity with USRAP program implementation and knowledge of IOM's administrative, financial and business rules and practices.
- Experience in preparing and analyzing a wide range of financial documents, and reports.
- Substantial experience at international level in IOM administrative and financial management, budget monitoring, cash management and internal control procedures; knowledge of IOM financial and budget policies, procurement and HR procedures and rules; good understanding of the Organization's budget accountability vis-à-vis the Governing Bodies.
- Strong written and verbal communication skills and ability to effectively communicate and manage staff.
- High level of computer literacy experience in computerized accounting systems and software; advanced knowledge of MS Office specifically EXCEL; advanced knowledge of IOM accounting systems, software and procedures.
Qualifications
- Master’s degree in Finance, Accounting, Business Administration, Public Administration, or a related field from an accredited academic institution with five years of relevant professional experience; or, University degree in the above fields with seven years of relevant professional experience.
- Professional certification such as CA, CPA, ACCA, or CIMA is an advantage.
