Overview

Advises the Special Envoy and senior Mission staff on military, security, and police matters related to the Mission's mandate. Facilitates mandate tasks and supports peace processes.


Key Responsibilities
  • Advises the SE and senior Mission staff on military, security and police matters and their relation to the Mission's mandate in order to facilitate mandate tasks.
  • Maintains effective working relationships with representatives of the Redeployment and Coordination Committee (RCC) of the two parties to the Stockholm agreement and ensures the smooth transition and integration into the OSESGY security track of remaining security related tasks stemming from the UNMHA mandate.
  • Works closely with the Police Advisor to provide consolidated military, police, conflict, operational and security advice to the SE.
  • Builds effective working relationship with senior officials from former non-government armed groups to facilitate verification tasks and develop stronger relations with government military/police forces.
  • Provides military advice on all aspects of Mission's policy and offers guidance on UN rules and procedures on the employment of observers.
  • Supports senior civilian staff in evaluating the performance of Observers, including criteria, and techniques.
  • Accompanies the SRSG to provide specialist military advice and recommendation in support of peace processes and implementation of peace agreements.
  • Carries out special assignments as tasked by the SRSG.
Required Experience

A minimum of fifteen years of progressively responsible experience in political science, international relations, defense, disarmament, security, development management, conflict resolution, coordination, programme management or related area is required. Command experience at battalion level (or equivalent) and up is required in addition to relevant experience as senior military adviser. Experience working on the conflict in Yemen is desirable. Relationships and experience working with senior military officials in the Gulf region is desirable. Experience working on the design of ceasefire arrangements is desirable.

Qualifications

Advanced university degree (master’s degree or equivalent) in political science, international relations, international economics, security, war college graduate or related field. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
