Overview

The HR Manager, Talent Acquisition, is responsible for identifying, attracting, recruiting, and integrating competent and engaged talent, ensuring rapid, compliant, equitable, and strategy-aligned recruitment. The role also involves producing organizational charts and monitoring staff development.


Key Responsibilities
  • Implement a talent attraction strategy.
  • Develop and maintain a talent pool with an emphasis on recruiting women.
  • Diversify recruitment sources.
  • Adapt sourcing strategy to local market realities in the DRC.
  • Ensure efficient and quality recruitment.
  • Identify profiles suited to operational needs.
  • Ensure recruitment meets technical, behavioral, and cultural requirements.
  • Reduce recruitment errors.
  • Respect recruitment deadlines.
  • Ensure compliant, diverse, and equitable recruitment processes.
  • Ensure compliance with the Labor Code and internal procedures.
  • Guarantee equity, diversity, non-discrimination, transparency, and inclusion.
  • Ensure traceability of recruitment decisions.
  • Prepare and secure contractual documentation.
  • Offer an excellent candidate experience.
  • Ensure clear and professional communication with candidates.
  • Reduce response times and improve process transparency.
  • Project a positive organizational image.
  • Ensure successful onboarding.
  • Coordinate administrative and operational integration.
  • Facilitate rapid adaptation of new recruits.
  • Reduce the risk of early departure.
  • Contribute to continuous improvement of HR practices.
  • Analyze recruitment data.
  • Propose process improvements.
  • Digitize recruitment tools where possible.
  • Adapt practices to local constraints.
  • Contribute to the improvement and updating of IRC HR policies.
  • Ensure HR policies, procedures, and texts are known and understood.
  • Provide technical support to field HR staff.
  • Produce and update mission organizational charts.
  • Produce and update recruitment trackers.
  • Establish a pool of candidates for emergency deployments.
  • Design the employee development and career management plan.
  • Ensure completion of mandatory training.
  • Contribute to the production of departmental reports.
Required Experience
  • More than 5 years of experience in recruitment management.
  • Experience as a trainer.
Qualifications
  • University degree (Bac + 5) in Human Resources, Administrative Sciences, Law, or a related field.
  • Holder of training certificates in recruitment.

• Good oral and written expression in French.

• Good knowledge of English is an asset.
