Overview

The MEAL Team Leader will coordinate and oversee the implementation of Monitoring, Evaluation, Accountability and Learning (MEAL) systems across all projects in field offices, ensuring high-quality data and effective accountability mechanisms.


Key Responsibilities
  • Support the rollout and contextualization of organizational MEAL frameworks, tools, and guidelines.
  • Ensure consistent application of indicators, tools, and reporting templates.
  • Review and provide technical feedback on data collection tools.
  • Ensure adherence to MEAL SOPs and minimum standards at field level.
  • Flag gaps in MEAL systems and provide recommendations for improvement.
  • Coordinate and oversee routine monitoring activities.
  • Supervise MEAL staff to ensure timely and accurate data collection and submission.
  • Conduct data cleaning, validation, and basic analysis.
  • Maintain area-level databases and tracking tools.
  • Conduct routine data quality checks and follow up on corrective actions.
  • Support the implementation of baseline, midline, and endline assessments.
  • Assist in planning logistics, training enumerators, and supervising data collection.
  • Contribute to preliminary data analysis and draft findings.
  • Facilitate area-level reflection and learning sessions.
  • Document key lessons learned and field insights.
  • Oversee the day-to-day management of Feedback and Complaints Mechanisms (FCMs).
  • Ensure feedback is properly recorded, tracked, and responded to.
  • Monitor functionality of CFM channels and escalate sensitive issues.
  • Support community engagement activities.
  • Compile and share regular feedback analysis summaries.
  • Provide day-to-day technical support to partner MEAL staff.
  • Review partner data and reports for accuracy, completeness, and consistency.
  • Support partners to comply with donor and organizational MEAL requirements.
  • Coordinate joint monitoring activities and assessments with partners.
  • Identify partner capacity gaps and escalate for capacity-building plans.
  • Compile and validate area-level data inputs for donor reports.
  • Ensure proper filing and documentation of MEAL tools, datasets, and reports.
  • Support preparation for audits, donor visits, and evaluations.
  • Develop simple dashboards or summaries to support area-level decision-making.
  • Represent the organization in area-level MEAL/Information Management coordination forums.
  • Coordinate closely with program teams, operations, and partners.
  • Share relevant updates, challenges, and risks with the Area Manager & MEAL Manager.
  • Line-manage area-based MEAL staff.
  • Support onboarding and on-the-job coaching of MEAL staff and enumerators.
  • Ensure efficient planning and deployment of MEAL resources.
  • Promote adherence to data quality, accountability, and ethical standards within the team.
  • Perform other relevant tasks as assigned by the supervisor.
Required Experience
  • Minimum of 5 years of progressive experience in MEAL, preferably in humanitarian or refugee settings.
  • Demonstrated experience managing MEAL systems in multi-sector programs (e.g., protection, cash, education).
  • Experience working with international NGOs and managing partner relationships.
  • Experience with digital data collection tools (Kobo, ODK, CommCare).
  • Experience conducting DQAs, evaluations, and assessments.
  • Ability to manage teams and work in complex, high-pressure environments.
Qualifications
  • Bachelor’s Degree in Statistics, Economics, Social Sciences, Data Science, Development Studies, or related field.
  • Postgraduate qualification in Monitoring & Evaluation, Data Science, or related field (desirable).

• Knowledge of written & spoken English.
Languages Preferred
• Knowledge of local languages spoken in refugee-hosting communities.
