Overview
The consultant will conduct a terminal evaluation of the UNEP/GEF project focused on creating a protected area complex and developing community-private sector participation models. The role involves data collection, analysis, and report writing to assess project achievements.
Key Responsibilities
- Conduct preliminary desk review and introductory interviews.
- Draft the reconstructed Theory of Change.
- Prepare the evaluation framework and protocols.
- Develop criteria for country and/or site selection.
- Plan the evaluation schedule.
- Prepare the Inception Report.
- Conduct further desk review and in-depth interviews.
- Conduct evaluation mission(s) and visit project locations.
- Report progress and inform of any problems.
- Draft the Main Evaluation Report.
- Liaise on comments and finalize the Main Evaluation Report.
- Prepare a Response to Comments annex.
- Prepare an Evaluation Brief.
- Maintain a positive relationship with evaluation stakeholders.
- Communicate in a timely manner with the Evaluation Manager.
Required Experience
- A minimum of 9 years of technical / evaluation experience.
- Preferably including evaluating large, regional or global programmes.
- Preferably using a Theory of Change approach.
Qualifications
- A first level university degree in environmental sciences, international development or other relevant political or social sciences area is required.
- An advanced degree in the same areas is desirable.
