Overview
This roster position is for an Air Transport Economic Analysis Expert to support Technical Assistance and Technical Cooperation projects in civil aviation.
Key Responsibilities
- Collect information on airport infrastructure and services.
- Assess capacity and service levels of airport facilities.
- Identify improvements for deficiencies and compliance with ICAO standards.
- Analyze demand statistical trends.
- Revise or propose demand forecasting for planning.
- Study and propose airport development options.
- Develop selected airport development options into master plans.
- Examine airport administration roles, organization, and financing.
- Identify and evaluate problems in effective and efficient discharge of responsibilities.
- Evaluate the financial situation of the civil aviation sub-sector.
- Identify alternate organizational arrangements for airport administration.
- Determine the feasibility of setting up an autonomous airport authority.
- Prepare reports on findings and recommendations.
- Perform other related duties as assigned.
Required Experience
At least ten years governmental experience including policy submissions or decisions on matters of major concern to a civil aviation or related directorates such as: setting up a civil aviation authority; regulation of air transport operations, route permits, rates, fares, business practices and competition; regulation of the air transport market and control of the economics of airports and route facilities; traffic studies and forecasting trends; and relationship of recurrent costs and user charges. Awareness of the relevant provisions of the Convention on International Civil Aviation and concerned annexes and other related ICAO documentation and procedural requirements.
Qualifications
University degree in economics.
