Overview

The role involves assisting state civil aviation authorities in developing and implementing air transport policies through consultations, seminars, and report preparation. The expert will also support the adoption and presentation of revised policy documents to government bodies.


Key Responsibilities
  • Assist state civil aviation authority for extensive consultations with stakeholders.
  • Prepare and conduct seminars for consultations.
  • Prepare a summary of the proceedings of the seminars.
  • Conduct consultations outside the seminar with selected major stakeholders where necessary.
  • Prepare a report on implications of proposed policy and recommend changes.
  • Prepare a revised version of the policy document with state CAA's agreement/comments.
  • Assist state CAA in submitting the document to the government for adoption.
  • Assist state CAA in presentation of the revised version of the policy document at a government-level meeting.
  • Perform other related duties, as assigned.
Required Experience
  • 10 years’ experience in governmental (civil aviation) or international airline developing policies and making policy submissions or decisions in the following areas: air traffic studies, forecasting trends, fleet planning, etc.; tour and charter operations; regulations of the air transport market; control of airline operating economics, and control of the economics of airports and route facilities; relationship of recurrent costs and user charges; bilateral agreements.
  • Ability to present, defend and amend air transport projects or proposals.
  • Must demonstrate knowledge of current trends in the world air transport industry.
  • Experience in facilitating services to private and commercial air operators, understanding their requirements to ensure effective coordination of policy making decisions and liaison with other national arms of the government, such as Foreign Affairs, Tourism, Public Works, Roads, Health, Immigration, Customs, Attorney General, etc., including external advisers and consultants.
  • Should demonstrate knowledge and experience in formulating civil aviation policies, preparation of organizational plans, regulations and procedural documents for aviation services, including for relevant training programmes.
Qualifications
  • Masters Degree in economics, statistics, MBA or equivalent.
  • Completion of the ICAO CMA Computer Based Training course.
