Overview

This role involves leading a team of Government Safety Inspectors Operations in the certification and oversight of air operators, ensuring compliance with ICAO provisions.


Key Responsibilities
  • Lead the ICAO Government Safety Inspector Operations — Air Operator Certification (OPS) iPack team in introducing Annex 6, Part 1, requirements and guiding the development of regulations, procedures, and guidance materials.
  • Lead the iPack team in evaluating prospective Operators Pre-assessment Statement forms and conducting in-depth evaluations of Operations Manuals.
  • Lead the OPS iPack team in identifying and addressing deficiencies in air operator certification and oversight systems.
  • Direct the OPS iPack team in the development of training, knowledge, and skill testing materials for air operator inspectors.
  • Direct the OPS iPack team in evaluating an air operator’s quality and safety management systems, including Cabin Attendant Manuals, Aircraft Operating Manuals, Minimum Equipment Lists (MEL), Configuration Design Lists (CDL), and Aircraft Loading and Handling Manuals.
  • Lead the OPS iPack team to develop processes for the issuance of an air operator certificate.
  • Coordinate, organize, manage, and report on the successful deployment of the OPS iPack.
  • Prepare for the successful start of the iPack deployment, including gaining access to materials and gathering stakeholder information.
  • Prepare presentations, organize and conduct kick-off and closing meetings.
  • Analyze needs surveys and prepare iPack work plans.
  • Coordinate the list of GSI OPS course participants.
  • Prepare and conduct meetings upon request from the iPack team.
  • Prepare the iPack Deployment Report, including objectives achieved, lessons learned, and identified deficiencies.
  • Define follow-up actions and suggested approaches for implementing Annex 6 and related SARPs.
  • Ensure the iPack Deployment Report is well-edited and formatted.
  • Obtain approval of the iPack Deployment Report.
  • Debrief ICAO at the end of the assignment and provide recommendations for improving the iPack delivery model.
  • Perform any other related tasks as required.
Required Experience
  • Considerable experience (ten years or more) in a senior position in a CAA Department of Air Operator Certification.
  • Significant experience (three years or more) working as a flight operations inspector with a CAA in the certification of air operators.
  • Extensive experience as a flight operations inspector dealing with flight operations inspections and audit, accident/incident investigation, and safety management systems, including safe transportation of Dangerous Goods by air.
  • Experience in all aspects of certification and oversight of air operators, such as review of applications, review of manuals, lists, and demonstrations.
  • Experience in preparation and responsibility for implementation of rules, regulations, operating manuals, and flight and ground procedures related to flight safety inspection and certification.
  • Experience in preparation, review, and approval of flight operations/training manuals and other documents related to aircraft operations and certification of AOC holders.
  • Knowledge of legal responsibilities and administrative procedures for the issuance of documents under the state of registry and state of operator with respect to flight operations.
  • Knowledge of the requirements for personnel licensing, flight crew training, and maintaining competency.
  • Holds or has held an air transport pilot license with one or two ratings on medium and large modern aircraft with a total of 3000 flying hours.
  • Sound knowledge of relevant ICAO Annexes, particularly Annex 6, related Annexes, and guidance material.
  • Sound knowledge of CAA OPS policies, regulations, procedures, and practices.
  • Desirable: Management or supervisory experience in airline or similar experience.
  • Desirable: Participation in OPS-related subject matter expert groups.
  • Desirable: Experience in developing and implementing programmes to enhance safety in civil aviation.
  • Desirable: Experience in international technical assistance or cooperation projects.
Qualifications
  • A first-level university degree, preferably in Aviation, Engineering, or in a related technical discipline.
  • A technical qualification in aviation such as an Airline Transport Pilot License or Civil Aviation Safety Inspector may be accepted in lieu of the first-level university degree.
  • Desirable: Certificate in ICAO’s Universal Safety Oversight Audit Programme, Continuous Monitoring Approach (USOAP CMA) Computer Based Training (CBT) course before being assigned to the position.
