Overview
This role involves leading an ICAO Government Safety Inspector Operations — Air Cargo Certification (ACC) iPack team to guide them in developing regulations, procedures, and guidance materials for air cargo certification and oversight.
Key Responsibilities
- Familiarize the iPack team with Annexes 6 (Part 1), 8, 17, 18, and 19, and related guidance material.
- Explain Standards and regulations for certification and continued safety oversight of air cargo operations.
- Lead the iPack team in developing or refining internal guidance, policies, and procedures for certification and oversight.
- Lead the iPack team in identifying and addressing deficiencies in the CAA air cargo certification and oversight system.
- Explain the requirements of an air cargo operator’s manual system and applicable documentation.
- Lead the iPack team in developing or refining internal guidance, policies, and procedures for operator manuals and documentation.
- Explain the CAA inspector’s role in conducting demonstrations and inspections.
- Lead the iPack team in developing or refining internal guidance, policies, and procedures for demonstrations and inspections.
- Lead the iPack team in specifying requirements for approving training programmes for air cargo transport.
- Lead the iPack team in developing or refining internal guidance, policies, and procedures for training programmes.
- Explain the CAA inspector’s responsibilities for evaluating air cargo operations during special cargo and dangerous goods transport.
- Lead the iPack team in developing or refining internal guidance, policies, and procedures for special cargo, dangerous goods, and certification phases.
- Coordinate, organize, manage, and report on the successful deployment of the ACC iPack.
- Prepare for iPack deployment, including gaining access to materials and gathering contact information.
- Prepare presentations, organize and conduct kick-off and closing meetings.
- Analyze needs surveys and prepare iPack work plans.
- Coordinate the list of GSI AC course participants.
- Prepare and conduct meetings upon request.
- Prepare the iPack Deployment Report.
- Define follow-up actions and suggested approaches.
- Debrief ICAO and provide recommendations for improving the iPack delivery model.
- Perform other related tasks as required.
Required Experience
- Considerable experience (ten years or more) in senior position in a CAA Department of Air Operator and Air Cargo Certification.
- Significant experience (three years or more) working as safety operation inspector with a CAA in the certification of air cargo operators.
- Extensive experience as flight operation inspector dealing with flight operation inspections and audit, accident/incident investigation and safety management system, including safe transportation of Dangerous Goods by air.
- Experience in all aspects of certification and oversight of air operators, such as review of applications, review of manuals, lists, demonstrations.
- Experience in preparation and responsibility for implementation of rules, regulations, operating manuals and flight and ground procedures related to flight safety inspection and certification.
- Experience in preparation, review and approval of flight operation/training manuals and other documents related to aircraft operation and certification of AOC holder.
- Knowledge of legal responsibilities and administrative procedures for the issuance of documents under the state of registry and state of operator with respect to flight operation.
- Knowledge of the requirements for personnel licensing, flight crew training and maintaining competency.
- Sound knowledge of relevant ICAO Annexes, particularly of Annex 6, related Annexes and guidance material.
- Sound knowledge of CAA OPS and air cargo policies, regulations, procedures, and practices.
- Desirable: Management or supervisory experience in airline or airport cargo operations or similar experience.
- Desirable: Experience and certification as a dangerous goods instructor.
- Desirable: Participation in OPS /air cargo related subject matter expert groups.
- Desirable: Experience in developing and implementing programmes to enhance safety in civil aviation.
- Desirable: Experience in international technical assistance or cooperation projects.
Qualifications
- A first-level university degree, preferably in Aviation, Engineering, or in a related technical discipline.
- A technical qualification in aviation such as an Airline Transport Pilot License or Civil Aviation Safety Inspector may be accepted in lieu of the first-level university degree.
- Desirable: Certificate in ICAO’s Universal Safety Oversight Audit Programme, Continuous Monitoring Approach (USOAP CMA) Computer Based Training (CBT) course before being assigned to the position.
