Overview
This role involves leading a Government Safety Inspector Airworthiness team to provide technical assistance to States in airworthiness relating to the certification and safety oversight of air operators and approved maintenance organizations.
Key Responsibilities
- Lead the ICAO Government Safety Inspector Airworthiness — Air Operator and Approved Maintenance Organization Certification (AIR) iPack team.
- Guide the iPack team in the development or refinement of internal guidance, policies, and procedures.
- Lead the iPack team in the evaluation of an applicant’s Maintenance Procedures Manuals (MPM) and training curriculum.
- Lead the iPack team in the evaluation of the results of a main base inspection and determine inspector actions.
- Lead the iPack team to evaluate an operator’s proposed Minimum Equipment List (MEL) and identify Configuration Design Limitations (CDL).
- Lead the iPack team to complete an operator’s certificate and SOPs and identify items to include in the certification report.
- Coordinate, organize, manage, and report on the successful deployment of the AIR iPack.
- Prepare for the successful start of the iPack deployment.
- Prepare presentations, organize and conduct the kick-off meeting and closing meeting.
- Prepare the iPack work plan.
- Coordinate the list of GSI AIR course participants.
- Prepare for and conduct meetings.
- Prepare the iPack Deployment Report.
- Define follow-up actions required.
- Debrief ICAO at the end of the assignment and provide recommendations for improving the iPack delivery model.
- Perform any other related tasks, as required.
Required Experience
- Ten years or more in senior position in a CAA Department of Airworthiness.
- Three years or more working as airworthiness inspector with a CAA in the certification and oversight of air operators and approved maintenance organizations.
- Extensive experience as airworthiness inspector dealing with airworthiness administration, certification, inspection, approval of overhaul and repair, implementation of acceptable means of compliance.
- Experience in all aspects of certification and oversight of air operators and approved maintenance organizations, such as review of applications, review of manuals, lists, demonstrations.
- Experience in preparation and responsibility for implementation of rules, regulations, operating manuals and procedures related to airworthiness inspection and certification.
- Experience in audit and surveillance duties including timely resolution of known deficiencies.
- Practical work experience in an air operator or approved maintenance organization applying governmental procedures relating to the inspection and approval of such organizations.
- Experience in the preparation, approval and use of Maintenance Programmes and other appropriate aircraft engineering documentation.
- Comprehensive knowledge of certification procedures of aircraft, maintenance facilities, and aircraft maintenance reliability programmes, composites and structure repairs; moderate aircraft accident and incident investigation; experience in general aviation.
- Knowledge of airworthiness aspects related to MEL, RVSM, CATII/III, ETOPS and other operational approvals.
- Thorough knowledge of ICAO Annex 6 — Operation of Aircraft, Annex 7 — Aircraft Nationality and Registration Marks, Annex 8 — Airworthiness of Aircraft, Annex 16 — Environmental Protection and Annex 19 — Safety Management, ICAO documents regarding aircraft maintenance and airworthiness.
- Certificate in ICAO’s Universal Safety Oversight Audit Programme, Continuous Monitoring Approach (USOAP CMA) Computer Based Training (CBT) course before being assigned to the position (desirable).
- Experience in maintenance engineering, design or manufacturing organization (desirable).
- Familiarity with safety management systems and their application in the aviation industry (desirable).
- Experience as an auditor / quality monitor in an international environment (desirable).
- Participation in airworthiness-related subject matter expert groups (desirable).
- Experience in developing and implementing programmes to enhance safety in civil aviation (desirable).
- Experience in international technical assistance or cooperation projects (desirable).
- Experience in preparing and delivering training sessions (desirable).
Qualifications
- A first level university degree in aeronautical engineering or in engineering mechanics with major in aircraft structure or equivalent, is required.
- A technical qualification in aviation such as a maintenance engineering license may be accepted in lieu of the university degree.
