Overview

The role assists the Executive Secretary in framing strategic priorities and the programme of work for the INC Secretariat, and supports the coordination of technical and substantive input to the INC process.


Key Responsibilities
  • Assists in framing strategic priorities and programme of work.
  • Represents the Executive Secretary at meetings and provides programmatic/substantive expertise.
  • Oversees day-to-day management of Secretariat activities.
  • Undertakes or oversees programmatic/administrative tasks including budget preparation and reporting.
  • Supports staff recruitment and manages supervised staff.
  • Leads data collection and analysis for planning and decision-making.
  • Manages coordination of technical and substantive input to the INC process.
  • Coordinates cross-organizational task team and provides support to groups.
  • Supports provision of substantive inputs, including science, legal, and cross-disciplinary knowledge.
  • Coordinates preparation of documentation for INC meetings.
  • Ensures accurate coverage of sessions by report-writers.
  • Coordinates with Administrative Officer on meeting requirements.
  • Ensures implementation of gender mainstreaming guidelines.
  • Directs research and programme evaluation.
  • Coordinates policy development and reviews assessments of issues and trends.
  • Undertakes survey initiatives and guides data collection instrument design.
  • Supervises preparation of written outputs.
  • Manages outreach activities and conducts training workshops.
  • Leads field missions and drafts mission summaries.
  • Collects and analyzes data to identify trends and provide insights.
  • Analyzes and interprets data to support decision-making.
Required Experience
  • A minimum of ten (10) years of progressively responsible experience in project or programme management, administration or related area is required.
  • Demonstrated managerial experience in an international, regional or government organization is required.
  • Experience in developing and/or implementing international, regional or governmental environmental programmes or projects involving various partners, clients and social actors is required.
  • Experience in leading teams and fostering teamwork is required.
  • Experience in supporting multilateral environmental agreement negotiations is required.
  • Experience working in, or with, developing countries is desirable.
  • Experience in providing policy advice or technical cooperation services to government authorities at regional or international levels is desirable.
  • Experience with UN system, governmental or non-governmental institutions implementing projects/programmes addressing plastic pollution is desirable.
  • Experience in data analytics or related area is desirable.
Qualifications

An advanced university degree (Master’s or Doctorate degree, or equivalent) in business administration, management, law, economics or a related field. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
