Overview
The Regional Disaster Risk Financing Specialist will provide technical expertise and support to Country Offices and governments across regions in disaster risk financing, focusing on climate and resilience lenses to develop risk financing instruments and improve financial resilience.
Key Responsibilities
- Coordinate with Country Offices on reporting requirements including DRF Annual Report, Annual Country Report, Annual Performance Report, Corporate Reporting Framework, Payout implementation reports, and After Action Reviews on payouts.
- Conduct regular calls with Country Offices to monitor programme progress, identify challenges, and provide support.
- Review and provide input on Country Strategic Plans, budget revisions, and other regional/country strategies.
- Ensure alignment of DRF activities with other WFP units and initiatives.
- Support monitoring and evaluation activities.
- Contribute to knowledge products such as factsheets, case studies, evaluations, and lessons learned.
- Support the DRF Community of Practice.
- Participate in regional resource mobilization efforts, including drafting proposals and concept notes.
- Develop partnerships for specific initiatives.
- Build and maintain partnerships at regional and global levels with UN agencies, platforms, and Multilateral Development Banks.
- Support Country Offices with feasibility assessments, project design, selection of technical service providers and insurers, product design and distribution strategies, capacity strengthening, and education/awareness activities for Inclusive Risk Financing.
- Facilitate partnerships for savings and credit activities.
- Ensure Country Offices know the process and timing for developing Operational Plans and Final Implementation Plans for Macroinsurance, and provide support in their design and drafting.
- Ensure alignment with Anticipatory Action plans and WFP CONOPS/EPR guidance.
- Coordinate stakeholder review for Macroinsurance.
- Support the DRF Technical Expert in product design workshops, reviewing technical reports, and drafting Technical Briefing notes.
Required Experience
- At least 7 years of post-graduate, progressively responsible work experience in disaster risk financing, insurance (micro, macro or traditional), or climate risk management.
- Experience in partnership is desired.
- Previous experience working in a UN agency would be valued.
Qualifications
Advanced university degree in one of the following disciplines: economics, social sciences, agriculture, environmental sciences, agricultural insurance, social protection, disaster risk management, journalism, international relations, public relations, communications, development studies, or other related fields.
