Overview
The Programme Policy Officer (Cash Based Transfers) will support WFP operations and strategic vision for Cash Based Transfers (CBT) and co-chair the National Cash Working Group.
Key Responsibilities
- Provide advice and support on Cash Based Transfers (CBT) to Field Offices.
- Drive the strategic use of SCOPE and Identity & Digital Management (IDM) systems.
- Promote system interoperability between SCOPE, partner platforms, and inter-agency cash delivery systems.
- Contribute to the development of a medium- to long-term country vision for digital delivery of assistance.
- Advise CO management on strategic trade-offs related to CBT delivery models.
- Support the development of functional training in areas of expertise.
- Promote evidence-based decision making within CBT programming.
- Facilitate strategic and operational discussions between members of the National Cash Working Group.
- Engage diverse international, local and national actors.
- Support multiple/diverse approaches, respecting CWG members’ mandates and capacities.
- Promote and advocate for coherent, comprehensive and/or harmonized approaches.
- Facilitate the development of standard and easy-to-use tools and guidance.
- Liaise with clusters/sector working groups to ensure complementarity.
- Promote coverage of cash assistance through information sharing and gap analysis.
- Enable a community of practices to document evidence-based practices and lessons learned.
- Compile evidence to inform interventions and contribute to regional/global learning.
- Travel to field offices as required to support operational needs.
Required Experience
- For holders of a master’s degree, a minimum of five years of postgraduate professional experience in designing and implementing cash-based transfer programmes in humanitarian or development contexts in partnership with government counterparts, private sector, NGO and civil society.
- For holders of a bachelor’s degree, a minimum of seven years.
- At least three years of field-based experience is required.
- Experience working in emergency operations and/or hardship duty station is considered as an asset.
- Familiarity with financial/payment systems supporting cash-based transfers is desirable.
- Previous experience in coordinating multi-sectorial groups comprises of a variety of stakeholders in humanitarian or development sector is mandatory.
Qualifications
• Advanced university degree in Engineering, Computer Science, Economics, Statistics, or other relevant to international development and cash-based transfer assistance or an undergraduate degree with additional years of professional relevant experience.
