Overview
The Senior Programme Manager (Special Projects) manages special project teams under the supervision of the Deputy Fund Director (Programme) to improve health outcomes for vulnerable populations in conflict-affected areas of Myanmar.
Key Responsibilities
- Oversee the implementation of special projects in line with the strategy of the Access to Health Fund.
- Ensure special projects and pooled fund projects complement each other and synergise.
- Manage the portfolio of grants within the special projects.
- Work closely with Regional Programme Teams to ensure coordination, information sharing, alignment and synergies.
- Identify and mitigate risks to support implementation of project activities and progress towards programme outcomes.
- Develop, implement, and update mitigation plan(s) for identified risks.
- Collaborate with Finance Unit in planning, tracking and revising project budgets.
- Ensure delivery through the most efficient approach.
- Conduct timely reviews of program deliverables and of technical and financial reports.
- Maintain a clear understanding of grant outcomes.
- Regularly communicate on outcomes with partners and stakeholders.
- Ensure programme activities are aligned to the Access to Health Fund cross cutting themes.
- Ensure project activities have mainstreamed the UNOPS PSEA Minimum Requirements.
- Maintain commitment to localization, seeking opportunities to enhance autonomy and power of local partners.
- Maintain relations with respective donors through regular communication and reporting.
- Coordinate with Learning Unit in documenting and reviewing milestones and lessons learned.
- Ensure delivery of reporting requirements, including contributions to Access to Health Fund reports and specific donor reports.
- Keep the Access to Health Fund and its key partners abreast of developments in the relevant geographic area.
- Represent Special Projects at coordination meetings.
- Coordinate program visits from the donors as required.
- Lead and organize forums and workshops for implementing partners and local organizations.
- Support and manage new initiatives under the Access to Health Fund.
Required Experience
- At least 7 years of experience managing grants or projects is required.
- At least 3 years of working experience in the health sector is required.
- Desired: Experience of working sensitively and effectively in a culturally diverse setting.
- Desired: Strong written and verbal communication skills, including drafting policy and program memos.
- Desired: Experience in strategic planning, including the use of the logical framework approach and other planning activities.
- Desired: Risk management experience, particularly in conflict sensitive areas.
- Desired: Understanding of development aid, health, and humanitarian aid architecture.
- Desired: Experience working in local governance, including but not limited to formal local government structures, local and community based NGOs, traditional governance systems, and informal networks.
Qualifications
- A Master’s degree preferably in international development, public health, public administration, sociology, political science) with 7 years of relevant experience.
- A Bachelor’s degree with 9 years of relevant experience is considered as equivalent.
