Overview

The consultancy will deliver high-quality, regionally adapted outputs to enable Article 5 countries to institutionalize coordination between National Ozone Units and National Energy Efficiency Policymakers, apply standardized knowledge products and tools, and operationalize them through capacity-building workshops.


Key Responsibilities
  • Develop, deploy, and analyse a structured, multilingual survey to capture national and regional priorities related to Kigali Amendment implementation.
  • Finalize a practical and adaptable monitoring and tracking tool to assess national-level progress on key policies related to the Kigali Amendment and energy efficiency.
  • Review, enhance, and regionalize draft knowledge products and tools with validated appendices, case studies, and lessons learned from the region.
Required Experience
  • A minimum of 7 years proven experience in the fields of Montreal Protocol implementation, energy efficiency policy, or sustainable cooling technologies in the Latin America region.
  • Demonstrated experience in designing and conducting regional or national assessments of institutional, policy, and technical capacity, including stakeholder consultations and survey-based methodologies.
  • Proven track record in developing or adapting technical toolkits, policy guidance, or knowledge products for use by national authorities.
  • Substantial experience in facilitating regional workshops, training programmes, or technical exchanges, including development of agendas, learning materials, and interactive exercises.
  • Familiarity with Multilateral Fund (MLF) processes, decisions, and funded projects is desirable.
  • Practical experience working with or supporting regional energy efficiency organizations, technical institutions, and international initiatives is highly desirable.
  • Experience in developing and validating case studies, best practices, and regional appendices for toolkits or guidance documents is highly desirable.
Qualifications
  • Advanced degree in environmental science, engineering, international affairs, Public Administration or related area is required.
  • A first level degree in combination with two (2) additional years of relevant work experience may be accepted in lieu of an advanced university degree.

• Fluency in oral and written English and Spanish is required.

• Knowledge of another UN language is desirable.
