Overview
The ICT Officer (Network) will provide expert technical guidance in the design and implementation of a robust and secure network infrastructure for the Health Information and Quality Improvement (HIQI) project.
Key Responsibilities
- Review, analyze, and validate client's network design requirements and provide technical recommendations.
- Conduct market research to identify suitable networking components, equipment, and vendors.
- Develop detailed equipment specifications and technical documentation for procurement.
- Participate in the UNOPS procurement process as a technical expert and evaluate vendor proposals.
- Supervise implementation activities performed by the selected vendor and ensure adherence to requirements.
- Support user acceptance testing (UAT) by developing test plans and assisting users.
- Maintain accurate documentation of network designs, configurations, and implementation activities.
- Prepare regular reports on progress, issues, and recommendations.
Required Experience
- Relevant experience in Network engineering (both active and passive) or related areas.
- Proven experience in network design, implementation and related procurement aspects.
- Experience in reviewing and validating network designs and specifications.
- Experience in the design and specification of Extra-Low Voltage (ELV) systems.
- Prior experience in providing technical recommendations and guidance on network design options, considering performance, security, scalability, and cost-effectiveness.
- Prior experience in market research to identify suitable networking components, equipment, and vendors.
- Prior experience in developing/supporting the development of detailed equipment specifications and technical documentation for procurement purposes.
- Prior experience in developing/supporting the development of technical evaluation criteria for vendor proposals.
- Prior experience in evaluating/supporting the evaluation of vendor proposals based on technical merit, compliance with specifications, and cost-effectiveness.
- Experience with network security technologies, such as firewalls, intrusion detection systems, and VPNs is an asset.
- Experience of working in an international organization, multicultural environments or UN system organizations in a developing country is desired.
- Experience in development or humanitarian contexts is desired.
Qualifications
- Bachelor’s degree (or equivalent) in Computer Science, Engineering, Information Technology or related fields with 2 years of relevant experience OR Master’s degree (or equivalent) in any of the above or related fields with 0 years of relevant experience is required.
- A globally or nationally recognized professional certificate in CCNA, CCNP, Network+ is desired.
