Overview
The Monitoring and Evaluation Specialist will strengthen the SHF's Monitoring, Evaluation, Learning (MEL) and Impact frameworks to capture evidence-based change for sanitation and menstrual health markets.
Key Responsibilities
- Review SHF’s existing MEL tools, indicators, and data systems.
- Contribute to identifying methodological and operational gaps in measuring systems change, value for money, and outcomes related to menstrual health.
- Support the SHF team in refining a structured diagnostic and documenting areas for strengthening.
- Guide the technical team in the finalisation of indicators and targets for SHF Phase 2.
- Contribute to a final Phase 2 MEL Framework document.
- Participate in review sessions with SHF staff.
- Develop guidance for the benchmarking process for Phase 2 indicators and targets.
- Advise on the practical implications for data collection at the partner and country levels.
- Provide feedback and recommendations on SHF proposals and reports.
- Recommend suitable data collection tools, verification approaches, and systems.
- Advise on scalable methods that balance rigour with feasibility.
- Contribute to internal technical discussions on system architecture and options for digital integration.
- Assist SHF in preparing training materials, discussion guides or workshop inputs for capacity building.
Required Experience
- Minimum of 5 years of experience in monitoring and evaluation.
- Experience in the development and application of impact frameworks and indicators for complex programmes, preferably in sanitation and/or menstrual health.
- Experience in producing technical papers or learning products on MEL/impact is required.
- Desired experience in market development or innovative, sustainable solutions for sanitation or menstrual health.
- Desired experience in LMIC contexts and working with or for donor-funded programs.
- Desired experience in development or humanitarian contexts.
Qualifications
- Advanced university degree (Master’s degree or equivalent) in economics, statistics, public health, climate or a related field.
- A Bachelor’s degree in a related discipline in combination with an additional 2 years of relevant work experience may be accepted in lieu of an advanced university degree.
