Overview
The Logistics and Procurement Officer is responsible for all procurement of goods and services in Jonglei state, ensuring timely delivery and adherence to policies.
Key Responsibilities
- Ensure adherence with NRC policies, tools, handbooks and guidelines
- Implement delegated procurement support function portfolio according to plan of action
- Prepare and develop status reports as required by management
- Ensure proper filing of documents
- Promote and share ideas for improvement of the support function
- Provide guidance and advice to program team on procurement policies related issues at field level
- Ensure timely delivery of goods and service according to specifications in the purchase requisitions
- Enforce transparent and open procurement process for NRC to obtain the best value for money
- Implement internal controls and procedures designed to ensure strict compliance with NRC Logistics Handbook
- Ensure all Purchase Requisitions from the field are well tracked in the system and share status of PRs with programs and management weekly
- Ensure supplier database is updated and NRC has a list of diversified competitive vendors; nonperforming vendors are blacklisted in order to avoid loss
- Perform performance management for procurement team
- Ensure Digital Procurement System (DPS) is setup and functioning in the state and engage suppliers and service providers on DPS
- Monitor and record assets movement and allocations
- Set clear performance objectives in the system and monitor process to meet deadline
- Adhere to any other duties and responsibilities as delegated by the line manager
Required Experience
- Minimum of 5 years’ experience in logistics and procurement preferably with an international NGO in emergency or post-conflict context.
- Previous experience from working in complex and volatile contexts.
- Documented results related to the position’s responsibilities.
Qualifications
- Degree in Logistics and supply chain systems management, development studies, or related field.
- Bachelor's Degree
