Overview

The Monitoring & Evaluation Specialist will support the Ministry of Human Rights in monitoring, evaluation, reporting, and learning of the implementation of project activities under the "Huqooq–e–Pakistan II" project.


Key Responsibilities
  • Design and implement a comprehensive M&E framework to track project progress, outcomes, and impacts.
  • Develop and maintain a robust system for collecting, storing, and analyzing quantitative and qualitative data.
  • Establish key performance indicators (KPIs) and benchmarks for project outcomes.
  • Monitor the timely delivery and implementation of activities.
  • Develop and manage tools for data collection.
  • Support the preparation and submission of regular M&E reports.
  • Liaise with UNDP Pakistan for monitoring, evaluation, and reporting activities.
  • Provide technical support to project teams in interpreting data.
  • Design and deliver training sessions on M&E tools, techniques, and best practices.
  • Develop training materials and handbooks on data collection methods, M&E processes, and reporting standards.
  • Establish a culture of learning within the project.
  • Conduct regular learning reviews and reflection sessions.
  • Facilitate the integration of feedback loops into the project’s activities.
  • Collaborate to translate M&E findings into impactful stories, reports, and presentations.
  • Establish and maintain a repository of programmatic learning resources.
Required Experience
  • Work experience at the national and/or international level in monitoring and evaluation and/or data analytics.
  • Demonstrated track record in supporting organizations/ government entity with monitoring and evaluation and/or data analytics, preferably in the areas relevant to governance, law, and human rights.
  • Experience working with the UN or other international development organization is an asset.
  • Previous proven experience of quantitative and qualitative data collection for research & publications in relation to Pakistan’s International Human Rights Treaty Obligations is an advantage.
Qualifications

Bachelor's degree in Human Rights, Law, International Relations, Public Policy, Development Studies, Social Sciences, data science, engineering or a relevant field.

Remuneration
Volunteer Living Allowance (VLA) of PKR 183,920 is provided monthly to cover housing, utilities and normal cost of living expenses. Life health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.
