Overview

The Evaluation Specialist will contribute to the terminal evaluation of the European Commission – UNEP Programme Cooperation Agreement (PCA II). The role involves assisting the Principal Evaluator in all phases of the evaluation process and ensuring comprehensive coverage of evaluation criteria.


Key Responsibilities
  • Contribute to the inception phase, including desk review, introductory interviews, drafting Theory of Changes, preparing the evaluation framework, developing protocols, and planning the evaluation schedule.
  • Conduct data collection and analysis, including further desk review, in-depth interviews, potential field visits, preparing case studies, reviewing findings, reporting progress, and presenting preliminary findings.
  • Draft the main evaluation report, liaise on comments, finalize the report, prepare a response to comments annex, and present findings.
  • Manage relations with evaluation stakeholders, ensuring a participatory yet independent process.
Required Experience
  • A minimum of seven years (7) years of technical and/or evaluation experience, preferably including evaluating large, regional or global programmes, multilateral framework programmes/projects and using a Theory of Change approach is required.
  • Experience evaluating EU funded projects and programmes is desirable.
  • Experience with programme and project design and management; partnerships development and knowledge management is desirable.
  • Knowledge of the UN system and specifically the work of UNEP including the Multilateral Environmental Agreements (MEAs) is desirable.
Qualifications
  • Advanced university degree (Master's degree or equivalent) in environmental sciences, international development or other relevant political or social sciences area is required.
  • A first level university degree (Bachelor's degree or equivalent) in the same areas in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced degree.
