Overview

The Chief of Unit, Human Resources Management is responsible for an integrated and regulatory-compliant human resources section, serving as the Mission Human Resources advisor to senior leadership on planning, policy implementation, and alignment with mission strategy.


Key Responsibilities
  • Participates in mission planning and determines staffing requirements.
  • Advises on emerging capacity gaps and workforce planning.
  • Develops staffing strategies, including recruitment and deployment plans.
  • Assesses workforce per function, skill, level, category, occupational group, gender, and geography.
  • Advises on organizational change initiatives impacting human resources.
  • Reviews mission structures for adjustments.
  • Participates in budget development and advises on human resources requirements.
  • Coordinates with FOFD on budget review and manages post classification.
  • Ensures staffing expenditures are within budget.
  • Manages the selection and appointment process for candidates.
  • Facilitates participation in expert panels for applicant evaluation.
  • Manages recruitment and selection transparently and fairly.
  • Advises and communicates HR policies and practices.
  • Supervises knowledge building on staff rules and regulations.
  • Provides direction on policy interpretation and application.
  • Monitors and evaluates HR guidelines and recommends revisions.
  • Monitors and evaluates delegated authorities.
  • Represents Senior Mission Management on staff-management advisory bodies.
  • Serves as primary interface for HR issues between Head of Mission and UNHQ.
  • Supports performance appraisal system implementation.
  • Coordinates training programs in performance management.
  • Ensures e-Performance compliance and acts as facilitator for committees.
  • Counsels staff and managers on underperformance.
  • Advises on training opportunities and career development paths.
  • Provides information on global vacancies and rostering.
  • Coordinates with UNHQ on initiatives and provides career advice.
  • Assesses skill, expertise, and knowledge of HR staff.
  • Designs training programs for HR staff.
  • Addresses and mitigates staff grievances.
  • Develops preventive activities related to human resources management.
  • Coordinates mission responses to Administration of Justice system requests.
  • Develops dialogue between management and staff unions.
  • Meets with staff representatives to address issues.
  • Organizes meetings for staff on HR topics.
  • Develops change management plans.
  • Develops a communication strategy on HR topics.
  • Maintains dialogue with UN Country Teams for coordination.
  • Develops mission response to natural disasters/incidents.
Required Experience
  • A minimum of seven (7) years of progressively responsible experience in human resources management, administration or a related area is required.
  • Experience in the strategic and operational application of human resources management policies/practices and knowledge and in particular the staff selection process, talent management and administration of benefits and entitlements is required.
  • Experience in human resources management in a United Nations peacekeeping or special political mission is desirable.
  • Experience in missions with multiple widely distributed hardship field offices is desirable.
Qualifications

An advanced university degree (Master's degree or equivalent) in human resources management, business or public administration, social sciences, education or related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
