Overview

The Budget Lead Consultant will be responsible for the preparation and finalisation of the ReSET proposal budget in standard IRC templates and the required FCDO donor submission format.


Key Responsibilities
  • Develop a budget that reflects the programme’s delivery model, cash-first approach, and multi-partner consortium structure, while demonstrating strong Value for Money (VfM) in line with FCDO requirements.
  • Participate in IRC Budget process briefing with the Senior Budget Lead and the programme country team budget lead.
  • Develop Back of Envelope (BOE) Budget in the IRC template based on available information with inputs from the country programme team.
  • Set up and lead weekly budget calls with the proposal team.
  • Use the Surplus Tool to develop a commercially viable proposal.
  • Review ITT documents from a budgetary perspective and provide recommendations to strengthen competitiveness.
  • Raise clarification questions with donors for the financial proposal.
  • Share the budget template with guidance to the consortium partners.
  • Participate in proposal design workshops and kick off meeting.
  • Coordinate with country team for SPC calculations and providing any required information.
  • Merge partners budget with IRC Budget and get the internal budget (overall) ready for Lime & Green Reviews.
  • Draft and finalise any follow-up clarification questions for donor.
  • Adjust the budget based on feedback received from reviewers.
  • Incorporate reviewer feedback and finalise the internal budget.
  • Link the FCDO proforma with the Internal Budget Template and get it ready 02 days before the submission.
  • Share required inputs with the team to support finalisation of the technical proposal/Commercial Narrative/VFM Framework.
  • Prepare and finalise a clean version of the proforma for FCDO’s submission while still keeping its linked version for IRC internal use.
  • Prepare and share Pricing Lessons Learnt and recommendations with the proposal lead.
Required Experience
  • Minimum 5 years’ experience in budget development for local, national, or international NGOs or private sustainable development firms
  • Extensive FCDO budget preparation experience
  • Thorough understanding of proposal development processes
  • Demonstrated knowledge of UK government (FCDO) regulations, procedures, and requirements strongly preferred
  • Experience budgeting for multi-sector, multi-partner consortium programmes preferred
  • Familiarity with FCDO ‘Value for Money’ principles and ‘Social Value’ policies preferred
  • Experience developing budgets that reflect localisation and sub-grant management arrangements preferred
Qualifications

• Relevant Bachelor’s degree in Finance or related qualification
