Overview
The Technical Field Manager (TFM) is responsible for providing direct management, training, and technical advice to national staff to develop their capacity and technical knowledge in mine action, ensuring safe practices and sustainable supervision.
Key Responsibilities
- Responsible for daily management and supervision of operational activity, ensuring safety and quality of EOD and MMC operations.
- Supports the HDP Operations Manager in the planning and tasking of operational assets.
- Manages, mentors and supervises national staff ensuring compliance with IMAS, NMAS & DRC HDP SOPs.
- Delivers and monitors training to build capacity within the national staff.
- Conducts internal quality assurance of EOD providing corrective action.
- Daily reporting of all HDP activities to OM and IM unit.
- Monitor and analyse productivity and report back with recommendations for improvement.
- Supports the process of accreditation of DRC HDP in xx country.
- Assists the OM in the revision of National Standards and DRC HDP SOPs.
- Advice, assists and guides other DRC sector staff to mitigate mine and ERW risks.
- Implement security measures in accordance with the security plan.
- Support capacity building of national partners through training and mentoring.
- Ensure that priorities set by the programme, and NMAA are met, and the requirements of the donors and beneficiaries are taken into consideration.
- Ensure the serviceability of equipment for assigned tasks.
- Ensure timely replacement of defective equipment.
- Ensure long-term planning for equipment with expiry restrictions.
- Follow up on requisitions to HQ.
- Ensure damage and losses are reported correctly.
- Ensure logistic procedures between the field and HQ are being followed.
- Be the Logistic focal point to coordinate with the Logistics Manager in HQ.
- Assist the OM and Logistics Manager in developing plans for maintenance and turnover of operational equipment.
- Monitor discipline and welfare of assigned staff.
- Ensure correct staff levels are maintained for tasks.
- Identify staff with potential for advancement and make recommendations.
- Conduct annual appraisal of staff.
- Document staff work and leave records on a monthly basis.
- Facilitate the recruitment of field-based staff.
- Ensure correct financial procedures are followed at field level.
- Verify and sign all field vouchers and payments at field level.
- Monitor operational expenditure at field level.
Required Experience
- A minimum of 3 years of working experience in Explosive Ordnance Disposal (a minimum of IMAS EOD level 3 qualifications) is required
- Experience as a trainer and supervisor of mine action technical staff in EOD is required
- Experience in logistics and the safety of personnel and assets is required
- A high degree of computer literacy is required
- Working experience in the humanitarian sector is highly desirable
- Substantial documented professional technical experience in mine action
- Basic first aid
- Basic radio communication skills
- Excellent command of the most common methodologies to identify, assess and monitor activities, with proven record of achievements
- Strong administration and organizational ability
- Excellent management and personnel skills
- Ability and flexibility to understand the cultural and political environment and to work well with the local authorities
- Willingness to live and work in remote and isolated areas under basic conditions is a must
Qualifications
- Minimum High School certification
- Minimum of IMAS EOD Level 3 certification, or equivalent from an Internationally recognized technical school (Military or Civilian) is required with proven experience in EOD Level 3.
- Certification in HMA practices.
- Full driving license (manual).
