Overview
The CCAC Economic Modelling Consultant will support the Ministry of Environment and Climate Change, the CCAC, and the Stockholm Environment Institute (SEI) in strengthening the economic component of Brazil’s National Clean Air and Climate Action Plan for the Reduction of Short-Lived Climate Pollutants. The consultant will provide robust economic analysis to assess the costs, benefits, and broader socioeconomic implications of selected SLCP mitigation measures.
Key Responsibilities
- Develop and propose methodology for economic valuation and cost-benefit and/or cost-effectiveness assessment.
- Quantify economic impacts/benefits of selected mitigation measures and their expected co-benefits, focusing on health, labor, and agriculture sectors.
- Estimate costs related to the implementation of Action Plan’s selected mitigation measures.
- Produce policy-relevant outputs for inclusion in the Action Plan and its technical annexes.
Required Experience
- A minimum of 5 years of demonstrated practical experience in economic/green modelling, economic valuation, cost-benefit analysis, cost-effectiveness analysis, or other forms of economic appraisal relevant to environmental, climate, health, labor, or agricultural policies is required.
- Technical expertise working with integrated climate-and-clean-air analysis, economic, health, environmental, agriculture, air pollution and/or climate indicators analysis is required.
- Good knowledge of the national plans, strategies, and policies related to climate change in Brazil is required.
- Proven ability to manage multiple priorities and deliver high-quality outputs within agreed timelines is required.
- Experience with the Brazilian public sector, including interactions with ministries, regulatory institutions, or publicly commissioned technical studies is an asset.
- Demonstrated experience in assessing the economic impacts of climate change and/or air pollution, particularly in relation to public health is desired.
- Experience related to climate change and/or air pollution impacts on agriculture, environment or other economic sectors is an asset.
- Experience with short-lived climate pollutants (SLCPs) and related policy frameworks is an asset.
Qualifications
- Advanced university degree (Master’s degree or higher) in Economics, Environmental Economics, Public Policy, Health Economics, Agricultural Economics or another closely related field with a demonstrable specialization in economic analysis is required.
- Candidates with first-level university degree may be considered only if they present at least 4 (four) additional years of highly relevant professional experience directly related to economic modelling, cost-benefit analysis, or public policy economic evaluation.
