Overview
Consultant to conduct a Management Led Terminal Review for the GEF ID 10449 Capacity Building Initiative for Transparency Fiji Project, assessing project elements against UNEP evaluation guidance.
Key Responsibilities
- Author and lead the terminal review for the project in accordance with GEF and UNEP policies.
- Undertake the review and prepare the final report in English.
- Review and assess all elements of the projects in accordance with UNEP evaluation office guidance documents.
- Deliverables to be prepared in accordance with UNEP evaluation office templates.
- Develop terminal review findings and recommendations based on sound evidence and analysis, clearly documenting these in the final reports.
- Triangulate information from various sources for verification.
Required Experience
- A minimum of 5 years of technical / evaluation experience preferably including evaluating large, regional or global programmes and using a Theory of Change approach is required
- Experience in drafting project proposals and assessing project documents, including concepts, progress reports, work plans, and financial documents (budgets and expenditure reports) is required
- Experience working with GEF, or UNEP projects is desirable
- Experience in working for multilateral or bilateral funding entities in the field of environment, climate finance, climate change, sustainable mobility, or development is desirable
- A good understanding of climate change conventions, GHG inventory and MRV is desirable
Qualifications
- A Masters degree in energy, environmental sciences, engineering, international development or related area is required.
- A first-level degree with an additional two years of qualifying experience may be accepted in lieu of an advanced university degree
