Overview
Consultant to conduct a terminal evaluation of a UNEP/GEF project focused on enhancing capacity for Rio Conventions implementation in South Sudan. The evaluation will assess project performance, outcomes, and impacts to inform future project formulation and operational improvement.
Key Responsibilities
- Conduct preliminary desk review and introductory interviews.
- Draft the reconstructed Theory of Change.
- Prepare the evaluation framework, desk review, and interview protocols.
- Develop survey protocols if relevant.
- Develop and present criteria for country and/or site selection.
- Plan the evaluation schedule.
- Prepare the Inception Report.
- Conduct further desk review and in-depth interviews.
- Conduct evaluation mission(s) to selected countries and visit project locations.
- Report back to the Evaluation Manager on progress and issues.
- Keep the Project/Task Manager informed of evaluation progress.
- Draft the Main Evaluation Report.
- Liaise with the Evaluation Manager on comments and finalize the Main Evaluation Report.
- Prepare a Response to Comments annex.
- Prepare an Evaluation Brief (2-page summary).
Required Experience
- A minimum of seven (7) years of experience of technical / evaluation experience.
- Preferably including evaluating large, regional or global programmes.
- Preferably using a Theory of Change approach.
- A good/broad understanding of biodiversity and sustainable resource management is required.
Qualifications
- Advanced university degree (Master's degree or equivalent) in environmental sciences, international development or other relevant political or social sciences area is required.
- A first level university degree (Bachelor's degree or equivalent) in the same areas in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced degree.
