Overview

The Procurement Analyst will be responsible for the effective delivery of procurement services for the project, ensuring the timely and efficient acquisition of essential resources and services needed for the project's successful implementation.


Key Responsibilities
  • Ensure full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies.
  • Develop and implement internal controls to establish a client-oriented procurement management system.
  • Ensure implementation of the CO Standard Operating Procedures (SOPs) and control the workflows in the Unit.
  • Develop and implement cost-saving and reduction strategies.
  • Conceptualize, elaborate, and implement contract strategies, including tendering processes, contractor evaluation, and contract negotiations.
  • Oversee risk assessment and legal considerations related to procurement processes.
  • Contribute to the development and implementation of strategic procurement approaches.
  • Lead the timely preparation and implementation of procurement plans.
  • Establish a robust monitoring system for procurement processes.
  • Organize and execute of RFQs, ITBs, and RFPs, including bid evaluation and contract negotiations.
  • Submit the ECR procurement cases to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP).
  • Manage procurement contracts and oversee purchase order approvals in Quantum.
  • Ensure effective internal controls for procurement activities.
  • Implement and supervise procurement process monitoring systems.
  • Promote and implement harmonized procurement services and joint procurement initiatives.
  • Development and management of the rosters of suppliers.
  • Implementation of e-procurement module.
  • Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched.
  • Timely corrective actions on POs with budget check errors and other problems.
  • Presentation of reports on procurement for the project/unit.
  • Ensures organization of logistical services focusing on achievement of the following results: arrangement of shipments, vehicle rental, conference facilities arrangements surveys.
  • Provide support to unit members on diverse technical evaluations within procurement procedures.
  • Deliver training sessions on various Enterprise Resource Planning (ERP) solutions and platform/dashboard usage.
  • Foster seamless knowledge transfer to newly appointed team members.
  • Synthesis of lessons learned and best practices in procurement.
  • Closely follow up with ECR for timely closure of purchase orders upon completion.
Required Experience
  • Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional work experience progressively in public sector procurement management at the national or international level.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) is desired.
  • Advance knowledge of automated procurement systems is desired.
  • Experience in handling of web based management systems is desired.
  • Knowledge of UN procurement procedures; or of public procurement principles is an asset.
  • Demonstrated ability to work effectively in the team, delivering through and with others is an asset.
  • Training and/or certification in procurement and supply chain management would be considered an asset.
  • Ability to create clarity around UNDP Value proposition to beneficiaries and partners and to develop service offers responding to client needs based on UNDP’s organizational priorities and mandate.
  • Experience in the UN and/or UNDP procurement rules and procedures is an asset.
  • Experience in Quantum is desired.
Qualifications

Advanced university degree (master’s university degree or equivalent) in Business or Public Administration, Finance, Economics or other social science related field is required, OR A first-level university degree (bachelor’s degree) in the above fields in combination with additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
