Overview
The consultant will review and improve national education data management systems, focusing on data collection, management, analysis, and reporting. The role involves capacity building for stakeholders and supporting the operationalization of education management information systems.
Key Responsibilities
- Review DNEMIS systems and protocols, providing guidance for improvements in data collection, management, analysis, and reporting.
- Identify needs for system updates and guide planning and execution of updates.
- Review and update knowledge products for DEMIS, identifying gaps and suggesting improvements.
- Identify capacity building needs and coordinate/monitor training and coaching sessions for stakeholders.
- Monitor training sessions for relevance and quality.
- Liaise with and support education officials to promote leadership and participation in EMIS operationalization.
- Monitor data collection, including migration of teacher data.
- Provide guidance for data collection to governments, UiO, and UNICEF staff.
- Monitor and provide oversight of mapping of non-formal education centers.
- Advise and provide technical assistance for data analysis and report preparation using EMIS functions.
- Support and promote the use of analytical reports for policy making and programme development.
- Coordinate the DNEMIS project by liaising with government departments and agencies.
- Support the development and implementation of an EMIS operational plan and monitor progress.
Required Experience
- Eight years of experience in coordinating and supporting the development and operationalization of national education data management systems and practice.
- Five years of experience in supporting the capacity building of education officers and school personnel in collecting and using education data.
Qualifications
Advanced university degree (Bachelor’s or higher) in education, international development, social sciences or other relevant fields.
