Overview

The Safety Officer is responsible for the day-to-day implementation of DRC’s Safety Risk Management System (SRMS) across Shan State, ensuring safe, secure, and compliant operations by identifying localized risks, monitoring the security context, and enforcing safety protocols.


Key Responsibilities
  • Implement the Safety Level System (SLS) and Minimum Operating Safety Standards (MOSS).
  • Assist in conducting regular Safety Risk Assessments (SRA) for project sites and travel routes.
  • Conduct rapid Safety Risk Assessment when the sudden context changes is observed.
  • Maintain area-specific safety documentation.
  • Conduct regular audits of safety equipment.
  • Assist in developing and updating Area’s Critical Incident Management Plan (CIMP), Safety Improvement Plan (SIP), Standard Operating Procedure (SOP), Local Safety Rules (LSR), and Safety Advisory (SA).
  • Review all Field Travel Request (FTR) and Workshop Authorization Forms (WAF).
  • Provide daily, weekly, and monthly security updates.
  • Identify foreseeable risks to program activities and provide timely advice.
  • Submit ad hoc incident reports immediately following any safety event.
  • Communicate relevant security-related information to national staff.
  • Deliver high-quality safety briefings to all new staff and visitors.
  • Ensure all program teams receive a pre-departure safety brief.
  • Assist and facilitate basic safety training and workshops for field-based national staff.
  • Support the Area Incident Management Team (IMT) during crises or safety incidents.
  • Develop and maintain a network of local contacts.
  • Act as the local focal point for the maintenance and procurement of safety equipment.
  • Ensure effective coordination with other agencies including participation in safety coordination meetings.
Required Experience

At least 2 years’ relevant experience working in relevant position with a humanitarian or development organization. Experience with partner coordination is a strong plus.

Qualifications
  • Bachelor’s degree
  • Diploma or Certificate (Security Risk Management and Security studies or related field).

Local ethnic language is a plus. (Chinese (optional) or any ethnic language using in Shan State.)

Remuneration
Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is in Employment Band H non-management.
