Overview
The Construction Management Engineer provides end-to-end technical leadership across construction delivery, ensuring works are delivered safely, on time, within scope and budget, and in full compliance with standards.
Key Responsibilities
- Lead day-to-day site supervision across civil, mechanical, electrical and associated works.
- Verify compliance with drawings, specifications, Bills of Quantity (BoQs), method statements and schedules.
- Plan, coordinate and witness Factory Acceptance Test (FAT)/ Site Acceptance Test (SAT), testing, pre-commissioning, and commissioning.
- Coordinate Operations & Maintenance (O&M) training and handover.
- Apply Quality Assurance (QA) and Quality Control (QC) procedures.
- Manage non-conformities and closeout actions.
- Review contractor progress, claims, variations and Extensions of Time (EoTs).
- Prepare quantity checks and recommendations for interim payments.
- Maintain complete technical and contract files.
- Enforce UNOPS and site-specific HSSE requirements and plans.
- Conduct toolbox talks, risk assessments and incident reporting.
- Embed sustainability, gender, inclusion and decent work practices throughout delivery.
- Ensure contractors’ Code of Conduct compliance.
- Track schedule, cost, risk and quality.
- Maintain dashboards, diaries and photographic evidence.
- Produce weekly/ monthly site reports, commissioning reports, and inputs to assurance reviews and audits.
- Keep risk, issue and lessons-learned registers current.
- Support project close-out documentation.
- Coordinate with design consultants, supervisors, contractors, suppliers and authorities.
- Chair or record coordination meetings.
- Provide technical direction to junior engineers and site supervisors.
- Strengthen implementing partners’ and contractors’ delivery discipline.
- Support the organization, facilitation and delivery of training and learning sessions on project management and construction management.
- Participate in knowledge-sharing initiatives and Communities of Practice (CoPs).
Required Experience
- Relevant experience is work in building construction, site supervision or infrastructure project management or similar fields.
- Experience in quality control, monitoring and reporting within construction projects is required.
- Demonstrable proficiency in the use of collaboration and productivity tools (e.g. MS Office, G-Suite, etc) and web-based management systems is required.
- Experience of working in multicultural environments or UN system organizations in a developing country is desired.
- Experience in development or humanitarian contexts is desired.
- Experience in project documentation, report writing and technical communication is desired.
Qualifications
- Bachelor’s degree (or equivalent) in Civil Engineering, Construction Management or related fields with 4 years of relevant experience OR Master’s degree (or equivalent) in any of the above or related fields with 2 years of relevant experience is required.
- A globally or nationally recognized professional certificate in Administration is desired.
