Overview

Provides strategic leadership and technical oversight in the design and delivery of a countrywide portfolio covering Sexual and Reproductive Health and Rights (SRHR), Nutrition, and Water, Sanitation, and Hygiene (WASH). Ensures programs are high-quality, evidence-based, and aligned with the country strategy.


Key Responsibilities
  • Lead and contribute to the design of Inclusive and Gender‑Transformative Health, SRHR, Nutrition, and WASH projects.
  • Provide direct management and technical guidance to Project Managers and Project Coordinators.
  • Support annual planning and budgeting processes.
  • Drive the strategic development of gender‑transformative and inclusive health and SRHR proposals.
  • Strengthen local resource mobilization through active relationship‑building.
  • Lead grant start‑up and project initiation workshops.
  • Participate in regular program reviews, monitoring, evaluation, and learning processes.
  • Support screening, capacity assessment, training, and mentoring of program staff.
  • Lead portfolio‑related programming during emergencies and humanitarian responses.
  • Identify, develop, and manage strategic partnerships and alliances.
  • Provide oversight on partner performance, compliance, safeguarding, accountability, and donor requirements.
  • Represent Plan International Pilipinas in external platforms.
  • Lead and manage multi‑location project teams.
  • Strengthen collaboration and communication between Program Areas and Country Office teams.
  • Support delivery of multi‑location projects.
Required Experience
  • At least 5–7 years of experience in the development sector.
  • Strong background in program design, management, and budgeting, including large or consortium‑based projects.
  • Proven experience managing teams, remote locations, and community‑based partners and volunteers.
  • Demonstrated ability to manage departmental budgets and program plans.
Qualifications

• Preferably a Master’s degree with at least 5–7 years of experience in the development sector, or an equivalent combination of education and experience.
